Montana State University Billings Director of Workforce and Resource Development in Billings, Montana

The Director of Workforce and Resource Development will have the responsibility of developing external funding for the college and direct the activities of the Workforce Training Center at City College MSU Billings. This position will work closely with the Dean of City College to further community outreach, develop partnerships and industry support as required to continue the work of regional workforce training initiatives. In collaboration with the Dean, this position will finalize partnership opportunities and coordinate with the MSU-Billings Foundation and/or Grants Development Office in order to secure resources to support partnerships.

The director will coordinate grant and training center staff, manage the budget, and be responsible for required reporting. The director will serve as a liaison between partnering colleges, industry, industry associations, and state apprenticeship programs. The director will work with partner college staff, faculty and industry partners/associations to assess workforce and training needs in order to coordinate the development of non-credit short-term workforce training programs. This position will support the growth of credit-based degree programs and non-credit training and development of related funding. In cooperation with the Dean and the City College Business Manager, the Director will implement and manage City College grant programs in compliance with MSU Billings Office of Grants and Sponsored Programs. This includes but is not limited to: grant guidelines, assuring compliance with conditions of the grant by monitoring and analyzing agreements, contracts, grant expenses, and activities in terms of grant requirements and college and federal laws, regulations and rules.

Duties and Responsibilities
• Cultivate and build relationships with industry partners, associations and apprenticeship programs to address needs of the incumbent workforce in Montana.
• Lead and manage project teams that include faculty, employer training partners, and college institutional research personnel who will be responsible for conducting industry assessment efforts regarding workforce development needs and interests.
• Lead and manage project teams that include faculty, employer training partners, and industry subject matter experts in the development and selection of course outlines, course content and curricula. Ensure the design integrity of the curricula by applying industry standard competencies and instructional design principles.
• Manage the departmental budget working with City College MSU Billings Business Office.
• Research, identify and write grant proposals for additional funding. Sources including grants, appropriations, and private donations.
• Provide leadership and assistance with program and workforce development recruitment.
• Supervise Workforce Training Center staff.
• Oversee the use of AceWare for registrations, course building and management, and program reporting.

Required Qualifications - Experience, Education, Knowledge & Skills
• Bachelor’s Degree required with three years relevant experience
• Experience with grant project management
• Interaction with regional industry to address needs of the program
• Development of workforce training opportunities
• Ability to develop budgets and manage revenue responsibility against annual program and enrollment quotas/objectives.
• Ability to communicate complex ideas clearly to diverse audiences.
• Highly organized and motivated for independent work
• Ability and experience in collaborating with state agencies
• Ability to collaborate with certification organizations including OSHA, NCCER, etc.
• Knowledge of regional industry workforce needs and educational opportunities
• Project management experience

Preferred Qualifications - Experience, Education, Knowledge & Skills
• Master’s degree and/or 5 years of current, relevant experience in industry
• Teaching experience and curricular design experience
• Supervisory experience in working with project personnel and participants
• Proficient in the use of technology, especially Microsoft Office software applications
• Experience in building partnerships with various constituencies
