Bureau of Land Management Natural Resource Specialist (WH&B) in Billings, Montana

Summary The Montana/Dakotas BLM is seeking a dynamic and energetic individual to join the team as a Natural Resource Specialist (WHB) with Montana/Dakotas State Office, Eastern Montana/Dakotas District Office, Billings Field Office. Position is located in Billings, Montana. Information about the Billings area can be found at Billings Chamber of Commerce. Responsibilities The incumbent will serve as the Program Lead and Field Office Specialist for the Wild Horse and Burro program. Major duties include but are not limited to: Identifies skill/personnel needs within the program. Provides supervision for members of the program, including seasonal staff. Allocates and monitors the Program operating budget, and approves overtime/compensatory time, travel, training, and other expenses. Manages Program workflow, assigns work projects and tasks and assure quality control of products and staff work. Internal and External Coordination: Coordinates with other States, field offices, and stakeholder organizations to ensure cooperative relationships and effective information sharing. Balances skills needed with available resources; identifies issues, ensures consistency, and promotes efficient working relationships. Ensures proper allocations of resources, as well as providing needed support to State, field offices, and other internal customers. Develops and maintains close working relationship with non-governmental groups, industry, state, local, and Native American organizations who have an interest in areas of the program responsibilities. Program/Policy Management: Supports strategic and tactical planning that reflects BLM's mission, goals, and objectives relative to program areas of responsibility. Makes recommendations for budgetary resources needed to support program efforts, and input to the preparation of budget justification documents and Annual Work Plan. Basic Education Requirement: This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university. In addition to meeting the positive education requirement, you must possess one (1) year of specialized experience equivalent to at least the next lower grade level for the position being filled, that is similar in difficulty and complexity as indicated by the following examples: For GS-12: You must possess one (1) full year of specialized experience equivalent to at least the GS-11 grade level that is equivalent in difficulty and complexity as indicated by the following examples: Performing, directing and managing natural resource programs, including but not limited to wild horses and burro, rangeland management, wildlife, recreation and other visitor services and community services, or other natural resource program responsibilities; experience assisting in the development of budget, policies, procedures and guidance for all aspects of natural resource programs; experience managing communications and procurement actions; and experience tracking progress and quality of assigned projects. There is no substitution of education for specialized experience at this grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level, in the normal line of progression for the position being filled. Physical Demands and Work Environment: This position varies from principally sedentary in completing office phases of the duties assigned to performing field work. The field work will require physical activity in driving and walking to, from and around locations in rough terrain, adverse conditions, and adverse weather conditions, such as rain, snow, wind, and temperature extremes.
