Duties and Responsibilities
The UPD Business Operations Manager plays a vital role to ensure the effective and efficient business operations of UPD. Reporting directly to the Chief of Police, this position supports program staff to ensure that all financial and business operations of UPD are accurate and timely; analyzes, implements, and audits office procedures; tracks department expenditures in comparison to budget and management authorizations; actively participates in the development and implementation of the program’s strategic plan; audits metrics for compliance and alignment of program accomplishments with strategic plan initiatives; analyzes funding needs and sources; implements efficiency improvements to increase program revenues and decrease expenditures; and audits parking revenues for compliance with legislative audit requirements.
Supervise all student employees to maintain UPD web pages, perform revenue reconciliations, and provide other office support.
Provide administrative support for the department’s leadership team (Chief, Captain, Lieutenant, Parking Manager), managing calendars and scheduling meetings, drafting emails, reports and presentations, preparing documents for approval, and taking meeting minutes.
Act as the liaison with the Office of Financial Shared Services (OSS), coordinating all accounting activities for the department.
Act as the liaison with the HR Business Partner (HRBP), coordinating all human resources activities for the department.
Develop new processes or procedures for continuing compliance with regulations and to prevent errors or strengthen internal controls.
Provide departmental human resources support, keeping detailed payroll time records, on-boarding and orienting newly hired employees, processing termination paperwork, and coordinating other payroll changes.
Provide accounting support, reviewing invoices, preparing refunds, reconciling multiple revenue accounts and preparing other tracking/analysis spreadsheets as needed.
Required Qualifications – Experience, Education, Knowledge & Skills
Progressive administrative/office management experience with an emphasis on fiscal management, or an equivalent combination of relevant education and experience.
A record of progressively responsible work experience as an administrative assistant, business manager, or operations manager for a large, complex organization.
Demonstrated experience in project management from start to finish.
Demonstrated experience with Microsoft Word, Excel, Access, PowerPoint, Outlook, and other relevant computer software.
Preferred Qualifications – Experience, Education, Knowledge & Skills
Advanced degree or post-graduate training in Business, Accounting, Human Resource Management, or relevant field.
Experience using large relational databases for information entry, retrieval, maintenance, and processing.
Experience with human resources management.
Administrative experience in a law enforcement setting.
