The Office of Research Compliance ( ORC ) oversees both compliance and safety in research-related activities at Montana State University ( MSU ) and represents MSU to U.S. federal government agencies that provide grants and verifications authorizing and facilitating research on MSU -Bozeman’s campus. Under limited supervision, the Compliance Manager manages and develops the Conflict of Interest ( COI ) and Foreign Influence programs for general university and research compliance including education, policy development, and audit activities; ensures MSU’s compliance with applicable federal and state regulations and University policies and procedures.
Duties and Responsibilities
Oversees daily activities for COI with an emphasis in research; develops and manages infrastructures; ensures University compliance with COI in research federal regulations, State of Montana law, and Board of Regents regulations and procedures; serves as official University contact to federal and state agencies regarding COI ; drafts and coordinates the establishment of related procedures; develops and conducts education and training sessions; conducts audits.
Functions as administrative support for Conflict of Interest Committee ( COIC ), including planning COIC meetings, preparing meeting materials, taking and transcribing meeting minutes, and corresponding with MSU employees on behalf of the committee.
Solicits and receives all annual and ad hoc COI disclosures; reviews and determines the nature of conflicts, identifies substantive disclosures and triages to the COIC ; maintains and manages files of original disclosures; serves as University contact with state and federal agencies in reporting conflicts of interests in research and applying for approvals as required; coordinates state reporting with other MSU campuses.
Collaborates with the COIC in the development and monitoring of Management Plans; maintains files of original Management Plans and Annual Reviews for existing conflicts.
Acts as liaison to the Office of Sponsored Programs, Technology Transfer Office, University Business Services, Audit Services, MSU employees, and other entities regarding COI ; checks for disclosures and Management Plan applicability as requested and in particular at grant proposal submission stage with verification at award stage.
Coordinates and manages RCR training program for graduate and undergraduate students, postdoctoral fellows and associates, and MSU Investigators.
Assists the Research Integrity Officer with research misconduct and research ethics-related proceedings including but not limited to formal and informal inquiries, interviews, investigations, and reports. Liaises with Human Resources, the Graduate School, Office of Institutional Equity, Legal Counsel, and others on interrelated issues.
Required Qualifications – Experience, Education, Knowledge & Skills
Bachelor’s degree in relevant field or an equivalent combination of relevant education and experience.
Demonstrated organizational skills and ability to multi-task within a compliance program comprehensively, working independently with a high degree of self-motivation, accuracy and efficiency, with little or no direct oversight of day-to-day operations by supervisor.
Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as applicable, campus policy.
Advanced analytical skills and ability to organize, prioritize, and manage high-level and complex projects within time constraints.
Preferred Qualifications – Experience, Education, Knowledge & Skills
Experience working with multiple different university departments and constituents, specifically Legal Counsel, Research Administration, Sponsored Programs, University Business Services, Technology Transfer, and Principal Investigators
Experience in drafting Conflict of Interest Management Plans at an institution of higher learning
Experience with supporting U.S. federal government reporting
Experience reviewing legal language and negotiating contracts
The Successful Candidate Will
Excels in an autonomous environment.
Comfortable with financial/legal liability requirements in representing MSU as an official signatory and as the representative to state and U.S. federal government agencies.
Attention to detail and significant organizational skills.
Proficiency with Microsoft Suite and comfortable with database and web development type systems.
Position Special Requirements/Additional Information
Must be able to pass a Security Risk Assessment ( SRA ) FBI Background Check in order to have access to compliance research records.
