Position Details

General Statement

The mission of the Montana State University Police Department is to provide Montana State University students, faculty, staff, and visitors a safe and secure environment for living and learning. Duties and Responsibilities

  • Manages the MSU parking garage and surface lots including permit assignment and control of parking space utilization. This position works with faculty, staff, students, visitors, government agencies, and community partners.

  • Reviews the permit allocation system and parking enforcement program and recommends and/or implements changes to achieve departmental and University initiatives. Works with university leadership for input and feedback on all parking and transportation operations.

  • Develops and manages annual operating and long term repair and replacement budgets.

  • Provides transparent, clear, and understandable communication that is tailored to specific audiences.

  • Develops benchmark and other performance-metrics and best practices to support accurate analysis, management and decision making for the parking and transportation operations.

  • Conducts research, surveys, and analyses to develop long-range plans and strategies to achieve unit, department, and university goals.

  • Leads the prioritization of parking resources to achieve maximum institutional benefit.

  • Manages all short term and long-term projects identifies larger scope projects that require maintenance and/or renovation of all campus parking facilities and equipment.

  • Leads MSU and campus community transportation initiatives.

  • Builds and maintains comprehensive parking and transportation business plans to meet the needs of all stakeholders.

  • Keeps abreast of industry standards, new developments, innovations, and best practices.

  • Resolves customer complaints, including interpretation of policies, rules, and regulations.

  • Creates strategies, plans, and initiatives to address transportation and parking needs.

  • Develops short and mid-range organizational goals and plans, operating procedures, conceptual designs, and monitors and evaluates operational effectiveness to effect changes required for improvement.

  • Coordinates with public transit providers and external agencies to ensure that adequate service levels are provided to the University.

  • Prepares and delivers presentations on various topics such as utilization and occupancy, ridership and, availability and needs for resources, infrastructure, budget, funding, etc. to University audiences and others as needed.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Bachelor’s degree and three (3) years of experience supervising employees or project management.

  • Demonstrated ability to develop and recommend short and long-range strategic plans.

  • Demonstrated effective communication skills (verbal and written) and a sensitivity to effectively interact with a highly diverse community, both internal and external to the organization.

  • Working knowledge of a variety of computer hardware and software systems, capabilities, and uses in an administrative operation.

  • Demonstrated experience establishing and maintaining productive working relationships with a wide variety of constituents.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Master’s degree in business administration, Urban or Transportation Planning, Public Administration, or related field; or a bachelor’s degree with 5 or more years of experience managing complex programs or projects.

  • Demonstrated experience with parking management software and creation of ad hoc reports. T2 Systems experience is preferred.

  • Parking & Transportation experience in a university setting or on a university campus.

  • Certified Administrator of Public Parking ( CAPP ) or Certified Parking Professional ( CPP ) certification.

  • Experience in planning and managing parking and transportation operations for events.

Must successfully pass a thorough background investigation.

Ability to work a flexible schedule in support of major event operations.
