Brief Position Overview

The Fiscal Operations Manager contributes to the success of Montana State University. This position performs a wide variety of business processes such as budgeting, financial reporting and accounting. This position reports to the Department Head and works closely with the department’s Business Operations Manager, and the College’s Budget and Fiscal Director and HR Business Partner. This position is responsible primarily for expense and budget analysis, acting as the primary point of contact and problem-solver for some of the more complex client departments as well as leading the annual budget process for a sub-set of client departments.

General Statement

| The Fiscal Operations Manager contributes to the success of Montana State University. This position performs a wide variety of business processes such as budgeting, financial management and analysis.

This position reports to the Department Head and works closely with the department’s Business Operations Manager, Fiscal Shared Services, the College’s Budget and Fiscal Director, and HR Business Partner. This position is responsible primarily for expense and budget management and analysis, acting as the primary point of contact and problem-solver for some of the more complex client departments as well as leading the annual budget process for a sub-set of client departments.

Duties and Responsibilities

  • Refine and update custom financial analyses for clients, analyzing, summarizing and communicating results.

  • Independently create new analyses using Excel and/or other appropriate tools.

  • Collaborate with Business Operations Manager to identify needs and create new analyses.

  • Lead the annual budget process for multiple departments and/or at the division level with moderate complexity.

  • Organize and drive the divisional/departmental budget process steps and timelines, coordinating with the Budget Office and College schedule. Clearly communicate deliverables and dates.

  • Ensure all appropriate stakeholders are involved in the budgeting process to provide inputs and give final approval.

  • Create and update offline budget templates to facilitate and document budgeting.

  • Analyze prior year data, current year spending, budget variances and inputs from the departments to create the next year’s line item budget.

  • Accurately upload the budget into budget tool/software by the deadlines.

  • Collaborate with Fiscal Shared Services to create detailed documentation of processes and policies; provide training to clients as needed. May include; creation and maintenance of a policy and procedures manual.

  • Ensure proper internal controls are in place and followed. Perform work in accordance with and ensure audit compliance with federal, state, university system and granting agency laws, rules, guidelines, procedures and agreements.

  • In collaboration with Fiscal Shared Services, set up and maintain paper and electronic filing systems for all department records and implement records retention policies.

  • Act as the primary liaison with Fiscal Shared Services and act as problem-solver for assigned units with more complex fiscal issues such as unique accounting needs, grant management, extensive funding, or designated accounts with multiple revenue sources, again in close coordination with FSS .

  • Provide oversight of a large departmental budget consisting of 250+ accounts from diverse funding sources across multiple departmental units.

  • Monitor multiple indexes of significant financial impact with varied funding sources, reconcile expenditures, identify and correct errors and develop methods to avoid recurring errors.

  • Initiate and design new analyses and/or reports as needed to assist client departments in effectively managing their financials.

  • Act as a consultant for clients to independently interpret and apply complex policies and procedures.

    Required Qualifications – Experience, Education, Knowledge & Skills

  • Bachelor’s Degree in Accounting or relevant field and progressively responsible financial reporting, accounting, or budgeting experience or an equivalent combination of relevant education and experience.

  • Hands-on experience processing accounting transactions, accounts payable, accounts receivable and/or payroll transactions.

  • Demonstrated process improvement or process automation experience.

  • Proficiency using Microsoft Excel and accounting software to analyze and summarize financial data. Demonstrated customer (internal or external) support experience.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

  • Experience analyzing financial results to assist managers with business decisions.

  • Advanced knowledge and experience with Microsoft Excel (e.g., parsing, pivot tables, macros, database).

  • Experience using Banner system for accounting, student services and/or human resources functions.
