The Pre-Award Grant Manager is responsible for all pre-award services using knowledge of grant and contract management rules and regulations, technical expertise, and analytical skills while ensuring effective and efficient workflow and adherence to quality standards to assist Principal Investigator (PI) in the document preparation, and submission of grant and contract proposals. The position works effectively with others on research proposals, analyzes data to formulate conclusions, and reviews and process award documents through the routing process in compliance with university procedures. The Pre-Award Grant Manger also administers the regulatory research compliance for the campus, including conflict of interest management, Responsible Conduct of Research, and federal export control. The position serves an administrative role for the Center for Advance Materials Processing (CAMP) as well as act as the backup for the Assistant Director of Sponsored Programs.

  • Facilitate the submission of a variety of complex research proposals while ensuring all applications meet agency and university guidelines, published time tables, and deadlines; including management of the Just-In-Time process

  • Maintains a strong working knowledge of external sponsor regulations and interprets and communicates policies and procedures for institutional implementation of those regulations.

  • Ensures proposals are entered and routed in a timely manner for further review; working closely with collaborators on the necessary sub-awards documents for proposals;

  • Monitors compliance with agency and University regulations regarding submission; including obtaining signatures as needed

  • Coordinates with the Director of Sponsored Programs to verify all financial information to include with the application, especially the appropriate overhead rate for the project

  • Advises the PI on administrative requirements in preparing proposal submissions and on budget adjustments and revisions necessary to meet the sponsor’s requirements.

  • Coordinates and reviews certain proposal elements (biosketches and/or facilities & resources) for consistency, accuracy, and completeness based on sponsor guidelines on budget, format, font size and page limits excluding narrative content (obtain and review sponsor guidelines)

  • Acts as liaison between the institution’s departments and external federal, state, and private funding agencies.

  • Provides training on research related matters such as federal export contract, PI Training, and Responsible Conduct of Research.

  • Manage regulatory research compliance for conflict of interest, federal export contract, non-disclosure agreements, and related trainings.

  • Staying current on changing regulations and maintaining campus records

  • Strategic research data reporting

  • Provide recommendations regarding process improvements.

  • Maintains CAMP’s records of machine usage (sales and service account) and biweekly employee time reports

  • Maintains CAMP’s financial information including internal and external billing information, including contracts and purchases

  • Interacts with OSP staff regarding all activities for CAMP


  • Bachelor's degree


  • Excellent oral and written communication skills.

  • Strong interpersonal skills and attention to detail.

  • Experience with computerized databases (e.g., Microsoft Excel), word processing (e.g., Microsoft Word), and presentation software (e.g., Microsoft PowerPoint).

  • Ability to conduct research, analyze findings, solve complex problems, and make decision during stressful situations

  • Ability to work independently and to accept responsibility for complex and sensitive decision-making as it relates to the position.

  • Strong organizational skills to manage many competing priorities and responsibilities

  • Experience in record management

  • Ability to work in a team environment

  • Ability to maintain confidentiality

  • Ability to work under imminent deadlines



  • 3 years relevant work experience

  • Knowledge of pre-award grant activities and research administration

  • Knowledge of Uniform Administrative Requirements, Cost Principles, and Audit requirements for federal Awards

  • Completion of one or more short courses or training courses involving utilization of computer-based record keeping

  • Knowledge of State regulation, University policies and procedures, grant and contract terms and conditions

  • Knowledge of Banner Finance



  • Must be able to operate a computer, including mouse and keyboard for concentrated periods of time.

  • Must be able to operate general office equipment.

  • Must be able to sit and stand for extended periods of time.

  • Must be able to climb stairs.

  • Must be able to travel on an occasional basis.
