Job Overview:This position provides guidance and counseling to individuals with disabilities in achieving employment outcomes. Responsibilities include developing individual rehabilitation plans, counseling consumers on job and career development goals, providing on-site job coaching or assistive devices, approving, purchasing, and monitoring the quality of goods and services, and consulting and coaching Workforce partners, community rehabilitation providers, businesses, and other stakeholders on serving individuals with disabilities.
Major Duties or Responsibilities
Counseling and Guidance
Provides counseling and guidance to individuals regarding vocational choices, disability adjustment, and employment issues.
Analyzes and interprets the pertinent educational, social, medical, psychological and vocational information relative to an individual in order to determine level of aspiration, interest, motivation, and scholastic achievement.
Provides guidance to help individuals understand disability rights and promotes self- advocacy.
Reviews labor market information and shares occupational information with consumers.
Guides students, parents, and education staff preparing students for career development and employment.
Maintains contact with consumers during job training and placements and resolves potential issues.
Plan Development and Case Management * *
Develops comprehensive individual rehabilitation plans for clients.
Monitors and documents progress toward intermediate objectives and vocational goals.
Monitors and provides on-site job coaching or assistive devices to help consumers adapt to school or work environments.
Implements strategies to help overcome employment barriers such as inaccessible work sites, transportation, and work schedule issues.
Partners with Workforce partners to deliver efficient seamless services.
Coordinates with the Veteran’s Administration and other community rehabilitation providers to coordinate services.
Assesses and coordinates specialized training such as supported employment, work adjustment training, and academic programs.
Systems Change Management* *
Consult with and coach local education agencies on Pre-Employment Transition Service delivery.
Consult with and coach Workforce partners on serving individuals with disabilities.
Consult with and coach community rehabilitation providers, business, and other stakeholders on Competitive Integrated employment.
Negotiates and monitors local contracts.
Tracks and reports issues.
Eligibility and Assessment* *
Gathers and analyzes consumers’ medical, educational, occupation, and social information.
Identifies and documents functional limitations and barriers to employment.
Determines an individual’s eligibility and need for rehabilitation services.
Prepares and documents case records including certification of eligibility, disability classification, and priority level of services.
Completes consumer financial summary, determines financial eligibility for cost services, and negotiates consumer’s financial participation in the rehabilitation plan.
Approves, purchases, and monitors the quality of goods and services.
Verifies cost services were provided and signs financial documents.
Assists individuals in obtaining grants, scholarships, fee waivers, and other financial assistance.
Investigates and resolves financial discrepancies with authorized services.
Other Duties as assigned
Participates and provides expert testimony in legal settings.
Defends decisions in administrative reviews or legal forums.
Provides public relations on Vocational Rehabilitation and Blind Services to businesses and organizations.
Acts as a Counselor Supervisor as requested.
Physical and Environmental Demands:Typical office environment with keyboarding responsibilities. Frequent in-state travel (approximately 20%) with occasional overnight stays. Potential de-escalation may be necessary.
Knowledge, Skills and Abilities (Behaviors)

Minimum Qualifications (Education and Experience)
Master’s degree in Rehabilitation Counseling.
One year of experience in rehabilitation counseling, career counseling, or human services.
Certification by the Commission on Rehabilitation Counselor Certification (CRCC) is highly preferred.
Equivalent combinations of related education and experience may be considered.
/Applicants with a related bachelor's or master’s degree in a field other than Rehabilitation Counseling may be considered for a training assignment at the minimum listed salary. Applicants hired under a training assignment are required to perform the duties of the job while completing a master's degree in Vocational Rehabilitation. Employees who complete their master’s degrees will receive a base pay increase. Employees who choose to take the Certified Rehabilitation Counselor exam and pass it, will receive an additional base pay increase./
