Veterans Affairs, Veterans Health Administration Health System Specialist (Employee Engagement Officer) in Fort Harrison, Montana

Summary This position is located at the Montana VA Health Care System and reports to the Assistant Director. The incumbent will work for the Assistant Director in the systematic planning, implementation, administration, integration, coordination, and evaluation of the Employee Engagement Program and activities impacting all VA staff within the MTVAHCS Responsibilities Responsible for the development of plans to meet objectives and monitors progress toward achievement of approved objectives. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organization metrics. Skill in conducting detailed analysis of complex data including skills in presenting recommendations and negotiating solutions to disputed recommendations. Creates strategic goals for succession planning. Conduct organizational needs assessments, develop and design programs to meet the leadership's intent. Comprehensive knowledge of health care systems and knowledge and ability to establish credible, professional relationships with all VA personnel throughout the hospital, in order to successfully perform the duties required of this Employee Engagement Position. Works collaboratively with personnel across the hospital and outpatient clinics, including Senior Leadership to identify avenues for achieving their strategic objectives in a manner that maximizes engagement in the area of Leadership. Knowledge of and ability in the use of personal computers and appropriate software such as Microsoft Word, Excel, SharePoint, PowerPoint, Access, Office 365. Knowledge of the office procedures, filing system, and various VA and VHA references and handbooks commonly used by the VA staff. Knowledge of appropriate time management techniques to successfully plan for short- and long-term workload requirements, and of organization policies, procedures, and personnel to provide administrative supervision to one other employee. Undertakes, conceives, and implements special projects, with ongoing analyses, investigations and initiatives that have high priority for high-level management. Evaluates and positively influences rollout timing and scope to suit business needs; ensures that appropriate business lines are engaged in employee engagement planning; provides detailed input to project implementation plans. Will research, manage, and report on special projects for department or programs of special concern. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement - This series has the following Individual Occupational Requirement: You may qualify based on your experience/education as described below: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training programs. Qualifications: To qualify for this position at the GS-12 level, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You will be rated on the following Competencies for this position: Knowledge of Department of Veterans Affairs, VHA and health care system structural organization, programs, mission and vision, internal operations, relationships, strategic planning, and goals and objectives. Understands management principles, concepts, regulations and practices, analytical methods and techniques, a wide range of qualitative and quantitative methods and seasoned consultative skills sufficient to collaborate with and lead management in employing the employee engagement process concepts and techniques, such as strategic planning and workforce development. Knowledge of organizational skills including ability to coordinate multiple different and potentially conflicting actions, as well as ability to meet deadlines, maintain records, and follow up. Comprehensive knowledge of, and the ability to efficiently utilize, Microsoft software and applications to present findings, recommendations, and metrics. Knowledge of employee engagement methodologies, including, but not limited to identifying resistance and performance gaps, implementing corrective actions, developing metrics to track station progress, and influence employee engagement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. Travel may be required in order to attend meetings, conferences, and training sessions. Travel may be required fifty percent of the time to other MTVAHCS Sites to provide staff support, as needed, to other VISNs or project teams in the field.
