We are seeking a Project Manager to support National Institutes of Health (NIH), Center for Information Technology (CIT) projects. These projects encompass the delivery of wired, wireless, VPN solutions, and security solutions, as well as other network infrastructure projects.

We expect this position to remain primarily remote. However you should live within a reasonable commuting distance to Bethesda, MD should circumstances change or you need to come to the client site for meetings or other duties.


  • Conducts comprehensive assessments of management, operational and technical security controls OR enhancements employed within or inherited by the information technology system to determine overall effectiveness of the controls as defined by NIST

  • Monitors and evaluates a system's compliance with IT security, resilience, and dependability requirements.

  • Performs security reviews, identifies gaps in security architecture, and develops a security risk management plan, as well as making recommendations for inclusion in the risk mitigation strategy.

  • Verifies that application software/network/system security postures are implemented as stated, documents deviations, and recommends required actions to correct those deviations.

  • Creates and maintains documentation

  • Analyzes, plans, and develops projects plans as directed by NIHNet information security

  • Determines and defines clear deliverables to meet requirements and customer requests

  • Assembles project teams, assigns responsibilities, identifies appropriate resources needed, and develops schedules to meet milestones and project deliverables

  • Manages the internal relationship with IT process owners supporting the service and assists with the definition and agreement of Operating Level Agreements

  • Assesses project issues and develops resolutions to meet needs

  • Supports government certification and accreditation efforts for NIHNet

  • Researches and evaluates information security related requests in providing timely and accurate responses

  • Maintains accurate information required for Federal Information Systems


  • Produces project management plans

  • Develops project schedules using scheduling tools

  • Collaborates with Technical SME (Subject Matter Experts) to capture requirements

  • Manages project team meetings and prepare meeting minutes

  • Manages action items through to completion

  • Prepares various weekly, monthly, and quarterly status reports as directed

  • Participates in special projects as required


  • BA/BS (or equivalent) and minimum of five years of related work experience

  • Minimum of five years of experience managing the deployment of network infrastructure projects such IPS, FW, wired and wireless, and datacenter solutions according to PMI standards.

  • Experience in Information Assurance in a federal FISMA/NIST based environment

  • Project Management Professional (PMP) certification

  • Experience working with customers to evaluate and document functional requirements

  • Experience in defining project scope and objectives based on technical requirements

  • Experience in translating functional requirements into technical solutions

  • In-depth knowledge of Federal security policies, standards, guidelines, and industry best practices

  • Knowledge of current industry methods for evaluating, implementing, and disseminating IT security assessment and remediation tools for monitoring and detection

  • Knowledge of IT architectural concepts and frameworks.

  • Knowledge of service management concepts for networks and related standards (ITIL v4)

  • Must be able to obtain an active NIH Clearance / Public Trust


  • Experience with information security/cyber framework (e.g. RMF)

  • Knowledge of system and application security threats and vulnerabilities

  • Ability to produce PowerPoint presentations


  • Strong analytical and problem-solving skills and strong attention to detail

  • Exceptional communication skills, including the ability to gather relevant data, active listening, verbalize ideas effectively

  • Ability to predict challenges and obstacles

  • Excellent time management and organization skills

  • Ability to self-direct and take initiative
