Job Description

The Privacy Manager is responsible for supporting Prime in complying with contractual requirements, as well as state and federal regulations regarding the protection of, and access to protected health information. This position is responsible for leading the development, implementation and maintenance of privacy policies and procedures and evaluates the organization’s overall adherence to privacy practices. This position is also responsible for administering various activities to prevent, detect and correct privacy initiatives across the organization.

Responsibilities

  • Collaborate with Privacy leadership and internal business partners to ensure Prime possesses the appropriate privacy documentation; facilitate ongoing maintenance of privacy materials to ensure alignment to current practice, industry trends and regulatory changes

  • Administer policies and procedures, facilitate Privacy Champion program, committee and team meetings in support of business or Privacy requirements

  • Serve as a subject matter expert for questions or incidents, particularly in the areas of HIPAA; collaborate with business partners and at times, Prime’s clients to advise on privacy policies and procedures

  • Oversee and manage the receipt, documentation, tracking, investigation and resolution for all complaints concerning Prime’s privacy policies and procedures; collaborate with compliance, legal counsel and designated business areas to gather information, recommend solutions and ensure the appropriate action is taken to resolve or close the issue

  • Manage the intake and resolution of highly complex privacy incidents and complaints involving potential inappropriate use or disclosure of PHI; collaborate with internal business partners to recommend and ensure implementation of corrective action and support efforts to prevent future incidents

  • Research and maintain up-to-date records of applicable federal and state privacy laws with an emphasis on HIPAA, state breach laws and FTC or other consumer protection laws; maintain knowledge of current or proposed accreditation standards; monitor advancements in privacy laws and recommend enhancements to Prime’s privacy practices

  • Collaborate with legal, Privacy Leadership and others in the development, implementation, and maintenance of privacy policies, procedures and other documentation including consents/authorizations and NOPPs; develop and implement privacy guidance and tools with an emphasis on appropriate access and use of PHI; evaluate the need for privacy training during all stages of the employee lifecycle and oversee the fulfillment of training needs across the enterprise

  • Monitor compliance with privacy practices across Prime and for all third-party vendors doing business for or on behalf of Prime

  • Perform ongoing compliance monitoring activities including initial and periodic privacy risk assessments; support Prime’s compliance or business operations teams when conducting broader compliance evaluation efforts, as needed

  • Other duties as assigned

Minimum Qualifications

  • Bachelor’s degree in Business, Healthcare, Political Science, Legal, or Juris Doctor or related area of study; or equivalent combination of education and/or relevant work experience; HS diploma or GED is required

  • 5 years of experience working with HIPAA and state or federal privacy laws in a legal or compliance department

  • 4 years of experience in a project or program coordination role within healthcare or other highly regulated industries

  • Must be eligible to work in the United States without need for work visa or residency sponsorship

  • Demonstrated ability to apply critical thinking skills and problem solve through difficult situations

  • Experience establishing and maintaining key relationships internally and externally, at all levels of an organization and collaborating effectively across functions

  • Ability to establish rapport and effectively influence and/or present information to a wide variety of audiences

  • Demonstrated leadership experience from either a team or project scope of responsibility

Preferred Qualifications

  • Healthcare, Pharmacy Benefit Management (PBM) or other managed care work experience

  • Master’s degree or other advanced education in Business, Healthcare, Political Science, Legal, or related area of study

  • Certified Information Privacy Professional (CIPP), Certified Information Privacy Technologist (CIPT) or Certified Information Privacy Manager (CIPM) certifications from International Association of Privacy Professionals (IAPP)

  • Certified Compliance and Ethics Professional (CCEP) or Certified Healthcare Compliance Professional (CHC)

  • Project management experience and/or Project Management Professional (PMP) certification

Minimum Physical Job Requirements

  • Ability to travel up to 25% of the time

  • Constantly required to sit, use hands to handle or feel, talk and hear

  • Frequently required to reach with hands and arms

  • Occasionally required to stand, walk and stoop, kneel, and crouch

  • Occasionally required to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus

Reporting Structure

  • Reports to a Director in the Privacy/Compliance Department

Potential pay for this position ranges from $91,100.00 - $145,300.00 based on location, experience and skills.
