As Proposal Manager, employee will provide leadership and direction for the proposal development process in support of the Cloud Business Unit’s strategic business plan and to ensure timely delivery of all proposals. Candidate will supervise the development of designated proposal team and will manage all resources essential to the proposal process and the execution and delivery of proposals. The Proposal Manager will work closely with the business development team and selected proposal team members to ensure efficient and effective proposal responses that meet all compliance requirements. Reports directly to the head of Publications Department. Responsibilities Include: + Work cooperatively and effectively with internal and external Capture Leads to produce compliant, compelling, competitive, and winning proposals in a highly demanding and dynamic work environment. + Evaluate key bid opportunities with Business Development, Project Management, and Market Leads to lead the process of preparing and submitting successful proposals. + Lead proposal teams and work with staff [internal and external (subcontractors)] to ensure all proposal volumes are submitted prior to proposal/volume due dates. + Lead proposal development from Solicitation Request for Proposal (RFP) to proposal submission. This includes application of comprehensive knowledge generating and managing schedules, volume outlines, and compliance matrices in accordance with all stated requirements in RFP Sections L and M. + Translate technical information into clear, effective documents for inclusion in proposals, which will be reviewed by proposal color team for compliance. Work closely with technical points of contact (POCs) and Solutions Architects as required to ensure technical compliance and intuitive technical communication. + Facilitate and lead Color Team Reviews to assess written content for compliance to the RFP requirements. + Design/write/edit tables, graphics, matrices, charts, past performance descriptions, and resumes for proposals, to include translating technical information into clear, effective documents for inclusion in proposals. + Maintain quality results by using and adhering to templates; following Smartronix and industry-best practice proposal-writing standards, including readability, consistency, and voice and maintaining proposal support databases. Environments may include Smartronix Proposal Websites/applications, Microsoft Teams and SharePoint (internal and external), and teammate collaboration environments. + Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals. + Ensure effective, efficient, and accurate proposal generation process that meets demanding deadlines. + Participate and lead strategy sessions on assigned proposals to develop win themes, and other strategic approaches to developing a winning proposal. + Participate in proposal review meetings to ensure integration of all proposal activities. + Collaborate with Publications Manager to modernize and maintain a proposal repository with standard proposal artifacts that are commonly included in most proposals (e.g., management approach, task order process, quality, risk management, transition); and support continuous improvement of proposal process. + Utilize prior knowledge and experience to help lead, inform, and share “lessons learned” to those preparing business unit proposals. Required Skills and Experience: + US citizenship required for work under DoD contracts. + 7 years of proposal development and management experience in a Department of Defense (DoD) services/contracting organization. + Excellent organizational and leadership abilities. + Clear understanding of the Shipley process for color team reviews and be able to adapt to varying proposal timelines and complexities. + Must have prior accomplishments in proposal writing and editing in all proposal volumes with the exception of Cost/Price volume. + Must possess a demonstrated understanding of desktop publishing process using Microsoft Office Suite (Word, Power Point, Excel), Visio, and Adobe Professional to effectively generate, revise, and finalize properly formatted proposal files. + Must have both broad and specific knowledge across business, financial, contractual, personnel, project, proposal management, and document development domains, to successfully produce high quality, compliant proposal sections. + Must possess a demonstrated understanding of Microsoft Office (MS Word, Excel, PowerPoint, and Project), to include generating and following formatted MS Word templates. + Must possess understanding of and experience with Shipley Associates Processes and procedures, to include Color Team Reviews. + Ability Work may be at Smartronix facilities, subcontractor facilities or remote locations, so effective communication and collaboration is critical. + Ability to work long hours, typically at Smartronix or Partner Facilities other than primary work environment. Travel for extended periods of time is possible. Desired Qualifications: + Bachelor's Degree in business, communications, or related discipline. (Eight years of additional relevant experience in lieu of degree is acceptable) + Shipley and/or APMP training certification preferred. + Minimum 5 years of experience leading diverse functional and technical teams. + Minimum 5 years of experience with compliant RFP Analysis. + DoD/Federal experience managing large/complex proposal responses ranging from single tasks to large Indefinite Delivery/Indefinite Quantity (IDIQ) type environments (ranging in size from $10M to $1B). + Experience working in a fast-paced, deadline-driven environment and writing with time constraints. + Strong organizational, customer service, and communication skills are required. + Experience working in cross-functional teams or matrix organizations is preferred. + Experience in the IT/Cloud Computing industry a plus.
