State of Montana Accountant in Helena, Montana

Position Title: Accountant Location: Helena, Montana Salary Range: $70,000 to $75,000 The Office of the Commissioner of Higher Education (OCHE) in the Montana University System (MUS) invites applications for the position of Accountant. The MUS is the state-supported system of higher education in Montana governed by the Board of Regents and administered by the Commissioner of Higher Education. The MUS enrolls more than 40,000 students at 16 public universities and colleges in one of the most beautiful and geographically diverse states in the nation. This position is a full-time, term-contract position renewable annually in accordance with Board of Regents personnel policies. The position is eligible for employee benefits (health insurance, sick leave and vacation leave, state holidays, retirement program, staff & dependent tuition waivers in accordance with state law and Board of Regents policy). Helena, the state’s capital city, is located along the Rocky Mountains continental divide near the scenic Missouri River about half-way between Yellowstone and Glacier National Parks. Overview The Accountant position is located within the Budget, Administration, and Planning Department that oversees aspects of financial administration, including payroll, accounts payable, accounts receivable, fixed asset accounting, inventory management, financial reporting, compliance with laws and regulations, and procurement of goods and services in the Office of the Commissioner of Higher Education (OCHE). The position reports to the Director of Accounting and Budget. Duties and Responsibilities The typical duties and responsibilities for the Accountant position include, but are not limited to: * Identifies, establishes, and monitors internal controls to support compliance with correct accounting procedures and policies that assure the integrity of financial and accounting information. * Provides technical assistance and guidance to OCHE and MUS campuses regarding GASB, GAAP, and other applicable accounting rules and regulations to ensure agency compliance. * Performs a variety of accounting and analytical activities to support the operations administration of OCHE, including COVID-19 monitoring and reporting. * Maintains the office’s general ledger, troubleshoots accounting posting errors, and ensures coding consistency. * Coordinates collection of audit information and responsible for following through on audit exceptions/recommendations. * Responsible for implementing State Accounting policies and reviewing proposed changes to the policies in relation to the office. * Monitors and reviews revenue and expenditure reports for accuracy and appropriateness of accounting for payments made by the office. * Prepares agency indirect cost allocation proposal and monitors monthly cost analysis and projections for indirect costs. * Monitors private grants received by the office and prepares fiscal reports as defined by the grantor. * Creates accounting and budget documents necessary to establish new grants/programs. * Participates in the fiscal year-end processes for the office. * Participates on statewide work groups regarding changes/updates/implementation of accounting practices and procedures and participates in the Centralized Services Administrators meetings. * Records unique accounting transactions (OPEB, Deferred Compensation etc.). * Works with purchasing and procurement functions, including supplies, equipment purchases, memorandums of understanding, contracts, and related RFPs. Qualifications The successful candidate will have: * Thorough knowledge of accounting theory, principles, and practices; knowledge of Generally Accepted Accounting Principles (GAAP), especially related to governmental operations (GASB). * Strong interpersonal communication skills, in addition to analytical and problem-solving abilities. * Significant experience and knowledge of financial reporting. * Ability to interpret and analyze accounting records, rules, and policies. * Ability to resolve accounting and budget problems within legal limitations through analysis, reconciliation and application of proper accounting and budgeting concepts. * Highly developed knowledge of governmental accounting practices and procedures. * Ability to work independently and as a team. * Able to build and maintain good interpersonal relationships with work associates and internal and external constituencies. * Strong organizational skills, flexibility, good judgment, attention to detail and problem-solving skills. Required Education and Experience * Bachelor’s degree in accounting, business, finance, or related field. * CMA, CGA, or CPA with a current license. * Minimum of 5 years of progressively responsible accounting experience. * Experience working with Statewide Accounting, Budget, and Human Resource System (SABHRS) preferred.
