TheLegal Services Divisionof the Montana Department of Justice is dedicated to ensuring justice and upholding the rule of law on behalf of the people of Montana.
TheLegal Services Divisionfunctions as lawyers and legal support for the State of Montana. The division is comprised of five (5) bureaus: Agency Legal Services Bureau, Appellate Services Bureau, Prosecution Services Bureau, Civil Services Bureau, Office of Consumer Protection & Victims Services. The bureaus within Legal Services have diverse duties in the legal community, including the defense of Montana’s laws as passed by Legislature and voters, representing state agencies and boards, bringing criminals to justice, standing up for victims of crime, and protecting consumers. The employees of the Legal Services Division are committed to working hard, working smart, and working thoughtfully in the execution of the Division’s mission.
This position is the Division'sAdministrative Officerand provides the services required to allow the various associated functions of managing the Legal Services Division.LSD’s Administrative Officer assumes a range of professional administrative and accounting functions for the benefit of the division. Functions include budget preparation, reconciliation and fiscal management, accounting oversight, special projects, and the support of ongoing division operations and activities. The incumbent applies research, analysis, and professional interpretations to the division in the exercise of all duties. This position will coordinate with DOJ HR to request and track modified positions, temporary positions, & vacancies and fill rates.
Examples of essential functions include: maintain and monitor division budgets by monitoring and allocating revenues and expenses for fiscal and legal compliance; advising the Division Administrator and managers about fiscal policy direction and expenditures; collaborating with the Central Services Division to develop and recommend program budgets and allocations in accordance with division goals and objectives, legislative allocations, and federal regulations;monitoring and advising division bureau chiefs and supervisors about purchasing authority, procedures, and approval processes; reconcilingjob openings and reporting vacancies; presenting overall division fiscal status;and directly supervising MVD Accountants.

Bachelor’s degree in Business, Public Administration, Accounting, or Human Resources.
Three years of job-relatedinclude budgeting, accounting, and fiscal management; and general office management
Other combinations of education and experience will be considered on a case by case basis.
Knowledge, Skills and Abilities:
This work requires general knowledge of the concepts and theories of public administration; financial budgeting, accounting, and management; state budgetary process; principles of communications and public relations, and principles of human resource management.
Knowledge of state governmental accounting practices; state governmental budgeting development and administration processes; and state governmental legislative process. General knowledge of federal grant reporting; facility development and maintenance; and methods of research, writing, and documentation.
Knowledge of and ability to use division and state computer applications effectively and efficiently; knowledge of Montana statutes and DOJ Policies; knowledge of DOJ Central Services Division processes and procedures. Ability to effectively use the SABHRS system; and SABHRS report analysis.
These duties also require skills in fiscal projection and program budgeting; and skill in the operation of a personal computer, and the ability to assess complex issues and determine their impacts on program operations and activities.
Ability to effectively manage time with resources available; communicate effectively orally and in writing; apply sound judgment to confidential and sensitive situations; establish and maintain effective working relationships; communicate effectively to negotiate consensus among others; juggle many projects/tasks; multi-task; use time wisely; apply analysis and judgment in arriving at solutions to routine, unusual, and/or unprecedented problems; and judge when an issue becomes one that needs to involve supervisor’s input.
This position requires strong skills in researching and interpreting technical, legal, and/or ambiguous information; synthesizing information from diverse sources into integrated reports and recommendations; strong skills in the operation of a personal computer, spreadsheets, word processing software, the Internet, and audio/visual aids used in training presentations.
