State of Montana Administrative Rules (ARM) Specialist Part-Time in Helena, Montana

[DOJ Logo - Can also use to return to the home page] Division Overview: The State’s Attorney’s Office in the Montana Department of Justiceis dedicated to ensuring justice and upholding the rule of law on behalf of the people of Montana. The office includes the Solicitor General’s Office, Criminal Prosecution and Appellate Services, Civil Services and Consumer Protection. The functions within the office include defense of Montana’s laws as passed by the Legislature, constitutional challenges, determining legal sufficiency of ballot initiatives, prosecution of criminals, handling all phases of litigation from district court proceedings through appeal, and complex litigation of antitrust matters, including, but not limited to, various economic markets (pharmaceutical, healthcare, agricultural and information technology industries).* * Job Overview: TheAdministrative Rules Specialistoversees the administrative rule writing and submission processes for the Department of Justice. The position is responsible for ensuring that rule writing and submission complies with the Montana Administrative Procedures Act (MAPA). The position manages multiple rule writing projects department-wide and ensures timelines are met. Duties include: * Reviews draft administrative rules prepared by program staff and edits content to ensure proper format, grammar, and language/phrasing. * Advises program and senior management regarding administrative rules requirements. * Communicates with the Office of the Secretary of State to ensure that the submission of notices, adopted rules, and replacement pages follows accepted official formatting rules. * Maintains systems to track and monitor rule preparation, docket filing and publication dates, mailing requirements, sponsor notifications, and file closing dates. * Establishes and maintains a comprehensive administrative rule filing system for the department. * Maintains accurate and comprehensive administrative rule records, interested party databases, and coordinates mailings to interested persons as required by Montana law. * Collects and maintains information related to legislative bills that may be related to rule actions. This position is part-time, 20 hours a week and would be eligible for health insurance benefits. This position may be eligible for a $1.50 statutory increase on 7/1/2024. /This is a modified position, legislatively funded through the legislature every two years./ Minimum Qualifications * Bachelor's degree in business or public administration, communications, public relations, journalism, creative writing, or related degree. * OR an associate degree in paralegal studies from an accredited institution plus two years of administrative or paralegal experience in legal settings including experience with pleadings, legal terminology, and filing processes with various court systems. * Equivalent combinations of directly related education and experience may be considered on a case-by-case basis. Preferred: * One year of experience working with the Administrative Rules of Montana, the Montana Administrative Procedure Act (MAPA), and Montana Secretary of State procedures for formatting and filing administrative rules.
