State of Montana Behavioral Health Strategy and Transformation Project Specialist in Helena, Montana

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Office of Strategy and Transformation. This position is the Behavioral Health Strategy and Transformation Project Specialist. This position reports to the Chief Strategy and Transformation Officer. The Office of Strategy and Transformation (OST) brings innovative policy reform, support, and solutions to the enterprise level of the Department. This includes identifying national and state best practices, opportunities for braiding funding to maximize outcomes, improving collaboration across divisions and departments, and bridging clinical and non-clinical services and supports to create more cohesive and holistic continuums of care in the Behavioral Health and Developmental Disabilities services. The OST is organized and designed to partner closely with programmatic divisions that span the Medicaid and Health Services and Human Services Practices, with the goal of supporting and augmenting existing and new workstreams by providing policy and project management expertise. This position will bring further behavioral health subject matter expertise to the enterprise level of the Department and be responsible for ensuring that the OST fully supports the Behavioral Health and Developmental Disabilities Division (BHDD) with best practice and implementation of the Department’s large-scale, priority reform initiatives, including the Behavioral Health System for Future Generations initiative as authorized by the 2023 Legislature via HB 872. * * Why Join DPHHS * * Our mission at DPHHS is to serve Montanans in their communities to improve and protect the health, safety, and well-being, and to empower independence. Qualifications for this Career Opportunity * * * Required for the first day of work: * Knowledge of adult mental health, substance use disorder, children’s mental health, suicide prevention and developmental disabilities services, delivery models, payment approaches, and best practices. * Knowledge of federal and state Medicaid rules, regulations, programs, budgeting and governmental relations. * Knowledge of state government structures, functions, and programs that govern the operation of health and human services programs. * Knowledge of public administration including the legislative process and management of programs with statewide impact. * Knowledge of project management and project management leadership. * Ability to organize and lead a team of colleagues to accomplish a project. * Ability to communicate orally and in writing. * Ability to manage multiple and competing high-profile, sensitive, or controversial issues. * Ability to develop and implement innovative and unconventional approaches to challenging situations. * Ability to establish credibility and use data to directly persuade or convince others to support an idea or direction. * Ability to direct and coordinate health and human services program operations and increase efficiency. * Ability to build effective networks of governmental relations that support programs administered. * Meet minimum qualifications: o Bachelor’s degree in behavioral health science; public, hospital, or health administration; human services; or similar. o Five or more years of mental health or substance use disorder program management experience. o Other combinations of related education and experience may be considered on a case-by-case basis if the applicant has an unrelated bachelor’s degree. * Preferred o Specific experience with Medicaid, CHIP or Medicare. o Specific experience with mental health and substance use disorder grants. o Experience in health care program administration. o Obtainment of project management certifications/credentials. o Obtainment of organizational change certifications/credentials. * * How to Apply To be considered for a DPHHS position, submit the following required documents with your application on the State of Montana Careers website. Additional Information This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy. This position may be eligible for a statutory 4% an hour base pay increase effective July 1, 2024. * * This position may be eligible for moving and relocation reimbursement.
