Job Overview: Research complex and changing technical accounting pronouncements promulgated by the GASB and other authoritative sources of GAAP. Identifies accounting and reporting procedures that do not comply with GAAP, OPI policy, state statues, administrative rules, and/or the Single Audit Act and recommends changes in accounting methods and reporting systems. This position has responsibility for designing, coordinating and directing systems, controls and procedures that ensure state and school district compliance with numerous comprehensive and complex state laws and regulations governing school districts’ budgets, and planning, coordinating and directing 14 state funding programs that provide the state’s main funding to elementary and high school districts. This position is also responsible for analyzing and reporting fiscal data to internal and external users. The Budget Specialist position provides support to the following activities: * Reviewing annual financial statements and budgets submitted by school districts and then verifying the statements and budgets comply with Montana statutes and administrative rules. * Reviewing special education expenditures for compliance with federal maintenance of effort rules and local matching rules. * Calculating and preparing monthly payments to schools considering state funding statutes and enrollment data provided by the school districts. * Providing technical information, instruction, and assistance to school districts, county officials, school districts auditors, Legislators, parents, taxpayers, professional bond advisors, and others on a broad range of complex school finance topics. * Staying current with GASB rulings and understanding their application to school financial practices. * Testing and implementing changes to the software used by the division to collect financial data and establish budgets in line with regulations. * Other duties as necessary. Competencies: * Knowledge of the concepts and theories of GAAP accounting, school finance and budgets. * Knowledge of state and federal laws governing education and school finance, including property tax and special education laws. * Knowledge of electronic systems and their application to the management of large fiscal programs. * Working knowledge of personal computer software such as Microsoft Word and Excel. * Knowledge of basic accounting and auditing principles. * Knowledge of the legislative process. * Ability to interpret and apply knowledge of the concepts and theories of school finance, electronic reporting/distribution systems and frequently changing school laws to a variety of circumstances that often are not specifically addressed by statute, rule, or policy. * Ability to analyze and integrate numerous and rapidly changing school budget and accounting laws and set policy for agency actions to consistently and justifiably apply OPI’s interpretations. * Ability to interpret fiscal records, compile data and prepare fiscal reports. * Ability to understand cause and effect relationships and can identify critical information necessary to solve problems. * Ability to conduct in depth analysis of school and county financial systems, identify inconsistencies and resolve critical problems while maintaining positive working relationships. * Ability to train individuals with a wide range or knowledge and experience through effective communication tools, such as workshops and oral and written instructions. * Ability to communicate effectively, both orally and in writing.
