State of Montana Budget Analyst (37495) in Helena, Montana

This position performs a variety of professional financial services to ensure proper compliance of federal and state funds with applicable regulations. Responsibilities include: 1) Administers program budgets and prepares budget narratives for a variety of federal grant applications or contracts in coordination with program staff; 2) Monitors program expenditures to ensure money is allocated as designated and tracks funding levels for review of accounting reports and approval of expenditures; and 3) Monitors contractor services and pledges to ensure conformance with terms and conditions of individual agreements. Major Duties or Responsibilities: Finance * Administers program budgets and prepares budget narratives for a variety of federal grant applications or contracts in coordination with program staff. * Prepares and monitors program budgets by reviewing items such as: allocations, recommendations from program managers, project plans and objectives, grants or contract allocations and requirements, and expenditures. * Ensures program compliance with agency, state and federal laws, regulations, and policies for the use of funds. * Maintains, monitors, and enhances or modifies program accounting and budgeting methods to ensure internal business needs and compliance requirements are met. * Reviews, approves, or denies grant accounting transactions such as payment requests and budget modifications. * Monitors program expenditures to ensure money is allocated as designated and tracks funding levels for review of accounting reports and approval of expenditures. * Designs and maintains a means of tracking invoices and payments for contracts, review monthly expenditure reports, and analyze problems. Verifies appropriations and accuracy of expenditures submitted in light of federal guidelines and ensures appropriate funding amounts are available in each state fiscal year to meet the needs of the program. * Reconciles grant and contract balances with State Accounting Budgeting Human Resource System (SABHRS) and federal expenditure tracking systems to ensure agreement and identify possible errors. * Completes fiscal year-end and close-out procedures in a timely manner and verify that reports are accurate. * Provides accounting direction, monitoring, and technical assistance to section programs. Grant and contract administration * Monitors contractor services and pledges to ensure conformance with terms and conditions of individual agreements. * Evaluates grants, contracts, and budget estimates for adequacy, accuracy, and content to ensure compliance with regulations and accounting provisions. * Establishes procedure for analyzing grant expenditures and ensuring contractor and grantee compliance with contract stipulations. * Maintains liaison with contractors and provide instruction for contractors’ staff regarding items such as: budget reporting requirements, budget preparation, correctness of billing statement submitted; documentation required for expenses and reason for denial of payment. * Coordinates and approves the payment of claims for contracted services to ensure that services were delivered in compliance with agreements and timely payments are made to the proper expenditure allocations. * Audits and reviews contractor financial reports, expenditures, and budget amounts to determine compliance with appropriate regulations and requirements. Other Duties as Assigned Physical and Environmental Demands:This position works in a typical office environment with extensive keyboarding requirements and occasional moderate lifting. Infrequent travel with advance notice. Knowledge, Skills and Abilities (Behaviors): Required for the first day of work: * Knowledge of the principles and practices of accounting and Generally Accepted Accounting Principles (GAAP). * Knowledge of budget practices and principles. * Excellent written and verbal communication skills. * Analytical and critical thinking skills. * Ability to identify and solve problems. * Ability to understand state and federal rules and regulations related to fiscal and budgetary management. * Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, email, internet and other computer programs.
