The Chief Information Officer (CIO) serves as the Division Administrator of the Technology Services Division and is also a member of the department’s Senior Leadership Team. As a part of the senior leadership team, the position works collaboratively to set goals and objectives for IT services. The position provides leadership, vision, direction, and management for the department’s IT systems, programs, and services. The Division’s services include the full spectrum of technology support including project management, software development, data infrastructure, database management, and service desk operations.

What will your job entail?

Our Administrators work as a team to identify common priorities, solve common problems, and reach common goals. They create and implement the mission of the agency through collaboration, creative thinking, and long-range planning.

As a CIO you will:

  • Advise the Commissioner, Deputy Commissioner, and Senior Leadership Team on issues relating to Information Technology and the impact on the business operations of the Department.

  • Foster an environment of collaboration, teamwork, customer-service, and continuous improvement amongst the Technology Services Division staff.

  • Work in conjunction with the IT Steering Committee and applicable divisions, manage the department’s IT software and solutions acquisition and development process. This includes effective project management, budget management, resource allocation, and timeline management.

  • Identify trends in IT technology and advise management about the implications of those changes to the department’s delivery of services and management’s programmatic planning efforts.

  • Oversee the formation and implementation of both short-term and long-term IT Strategic Plans as well as a technology roadmap for the department. Translate this strategic vision into an achievable implementation plan.

  • Ensure compliance with IT Governance and Project Intake processes that facilitate the alignment of IT investments with DLI’s mission and objectives.

What makes you the right person for this opportunity?

Your preparation for this opportunity may include the following:

  • Bachelor’s degree in computer sciences with additional education in business or public administration;

  • Five years progressively responsible work experience in high level management of an information technology staff

Equivalent combinations of education and experience may also be considered on a case-by-case basis.

Knowledge of:

  • Principles and practices of information technology management;

  • The changing demands of an information technology program in a large organization with numerous programs, goals, objectives and priorities.

Skills in:

  • Assigning and evaluating the work of others.

Ability to:

  • Effectively communicate with program and technology staff;

  • Leverage technology to address business needs;

  • Quickly understand problems and identify underlying causes;

  • Be open to new ideas and approaches;

  • Collaborate with others in solving problems;

  • Strategically focus on business and technology; and

  • Understand and communicate with constituents and customers with widely diverse opinions and viewpoints.
