The mission of the Department of Public Health and Human Services (DPHHS) is to improve and protect the health, well-being, and self-reliance of all Montanans. DPHHS administers a wide spectrum of programs related to public health and human services. DPHHS operations are organized into three functional areas under the Office of the Director. Each area is headed by an Executive Director who leads and directs programmatic operations and coordinates objectives and outcomes with the two other Executive Directors. This position oversees the Office of Public Information, Office of Fair Hearings and other strategic external relationship-based positions. This position directs and coordinates programs and activities of American Indian Health, Provider Relations, Public Information, Faith and Community-Based Services, Fair Hearings, Refugee Resettlement, Employment and Training, and Legislative and Regulatory Affairs. This position acts as the liaison to the Governor’s Office, assists the Department Director with all aspects of operations, provides policy expertise and assistance with implementation of key initiatives.This position oversees 9 direct reports with a total of 18 in external affairs. DPHHS has approximately 3000 employees.The position may have delegated authority in the absence of the Department Director. Key Responsibilities Include: _Executive Leadership, Supervision & Management_ * Provides executive leadership to the agency as member of Senior Management Team that consists of the agency Director, three Executive Directors, fourteen division Administrators, Chief Legal Counsel, Chief Human Resources Officer, Chief Information Officer and Public Information Officer. * Supervises Office of Fair Hearings, Public Information Office, American Indian Health Director, Provider Relations Coordinator, Refugee Resettlement Coordinator, Faith and Community Based Services Coordinator, Legislative and Regulatory Affairs Coordinator, Employment and Training and others as assigned. * Creates and implements the agency management and strategic plans with the Director and Executive Leadership Team. Ensures that directives are implemented by agency staff in the External Relations and DPHHS programs. * Leads and implements overall policy direction and monitors the status and progress of programs to ensure agency goals and objectives are accomplished. Advises the Director concerning agency policies, programs, and issues within the programs supervised. * Evaluates existing management systems and policy/programs for improvement. Identifies and promotes needed organizational, policy, and practice changes throughout DPHHS programs. * Acts as liaison at the executive level with other state or local agencies, provider and community groups, and federal agencies to maintain cooperative relationships and solve problems. * Directly supervises the Department’s Public Information Officer and communications team, providing oversight and management of complex communication projects and public information campaigns. * Works with executive leadership team to develop internal communications and employee recognition strategies. _Directing Program Operations & Policy_ * Determines and establishes organizational structure and operations in the External Relations programs. * Researches, develops, and recommends policy on major issues affecting department programs, operations and resources. * Provides direction and review of matters dealing with personnel management, administration, contracting, operating and policy procedures, and major program matters with the divisions. * Identifies issues or matters that need to be brought to the attention of the Director for awareness or resolution. * Monitors programmatic environment and identifies potential challenges from internal and external factors that will require organizational change. Conducts management reviews and determines pertinent issues agency-wide. Identifies needed responses and directs implementation of organizational change. * Establishes and directs implementation of division and program priorities. * Assesses the effectiveness and efficiency of major programs and how well they function between divisions and accomplish intended purposes with external stakeholders. Determines and leads implementation of solutions where there is lack of coordination and cooperation. * Provides oversight of legislative activity including reviewing legislation, lobbying, providing testimony, and review of fiscal notes. Ensures legislative assignments and requests are completed in an accurate and timely manner. Serves as external liaison with the Legislature, and other agencies and entities. * Serve as liaison to the Governor’s office, including keeping it apprised of key operational issues, policy updates, and coordination legislative activities. Required for the First Day of Work: * Knowledge of governmental structure, functions, programs, and organizational relationships and the laws, rules, and regulations that govern the operation of health programs in the State of Montana. * Knowledge of public administration including the legislative process and management of programs with statewide impact. * Leadership and management ability. * Ability to manage multiple and competing high-profile, sensitive or controversial issues. * Ability to develop and implement innovative approaches to challenging situations. * Ability to establish one’s credibility and develop and maintain strong professional relationships * Ability to direct and coordinate health service program operations and management * Ability to build effective networks of governmental relations that support programs administered. * Strong public speaking skills to represent the Department on panels or similar speaking engagements. Minimum Required Education and Experience * Bachelor’s degree in health administration, political science, business; or a closely related field of study. * Advanced degree preferred in law, public administration or related fields of study. * Five years of job-related work experience in policy, law, personnel management, fiscal management, and program planning and evaluation. * Experience with working with stakeholders, external affairs, and the legislative process required.
