ICF Consulting Group, Inc. Child Care Systems Specialist - Region IX in Helena, Montana
ICF’s Early Education Services Line of Business seeks a Child Care State Systems Specialist to mobilize and/or deliver training and technical assistance to Child Care Development Block Grant (CCDBG) grantees (states and territories) to assist with the implementing the CCDBG and improving the accessibility of high quality child care and the development of comprehensive early childhood systems. Includes working with Federal and state-level partners, such as the Office of Child Care, Head Start, the Maternal and Child Health Bureau’s Early Childhood Comprehensive Systems Initiatives, child welfare, Temporary Assistance for Needy Families, State Departments of Education, and state Early Learning Advisory Councils.
This position is home based within Arizona, American Samoa, California, Guam, Hawaii, Nevada and Northern Mariana Islands (Region IX) with 25% travel required to provide technical assistance in states identified as Region IX states and national meetings.
Technical assistance (TA) is defined as both onsite and off-site activities, such as consultation, meeting/conference presentation and facilitation, support of peer-to-peer opportunities, information gathering, review of materials, participation in and leadership for work groups, strategic planning, and training design and provision. We seek a State Systems Specialist to work on a variety of efforts to support the implementation of the Child Care and Development Block Grant in Region IX. The following are the principle technical assistance (TA) specialist activities:
Build a strong, positive relationship with OCC regional office staff and Region IX state staff, for ongoing communication, collaborative planning, and shared problem solving.
Collaborate closely with peers and federal staff in the planning, provision, and mobilization of training and/or TA to CCDF grantees and other primary audiences. Training/TA may be delivered onsite or through virtual platforms.
Develop and maintain collaborative TA action plans for each state within Region IX.
Provide and/or mobilize technical assistance and/or training to states and territories with fidelity to the established TA planning and implementation protocols.
Enter data on TA planning and provision within the TA Tracker database, adhering to established protocols and timelines.
When appropriate, coordinate training/TA with information services project staff, OCC-funded technical assistance partners, and/or other TA partners.
Conduct research as needed to provide T/TA to grantees.
Develop and facilitate peer linkages between states and/or territories.
Participate in presentations at national meetings and conferences.
Provide a monthly reporting describing the TA activities according to the established protocol and timelines.
Participate in weekly TA team and full-team conference calls.
Develop written products including briefs, toolkits, trainings, as needed and assigned.
Provide expertise for product review as needed.
Bachelor’s Degree in Early Childhood Education, public policy administration or related degree.
7+ years of relevant experience to include:
Working with state agencies or partnering organizations specific to Child Care Development Fund (CCDF) policy development and program implementation.
Providing training and technical assistance in the field of early education.
Collaboration and partnership experience across early care and education systems, including State and Federal stakeholders.
Experience with development of early education materials, such as TA tools, presentations, handouts, etc.
Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Skype) and other E-learning, webinar and project management tools including SmartSheet.
Proficient with delivering training/TA through virtual platforms (i.e., Adobe Connect, Zoom, GoTo Meeting).
Master’s Degree in early childhood education, public policy administration or related degree.
Experience at state and/or national level with policies, early care and education regulations, and systems, particularly the implementation of the Child Care and Development Fund and/or other state early learning programs.
Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider, including strong facilitation skills.
Experience with content knowledge related child care licensing, subsidy administration, Quality Rating and Improvement Systems, professional development systems, early learning guidelines, child assessment, Head Start, State prekindergarten, and other early childhood programs and initiatives.
Excellent verbal, interpersonal, and written communication skills.
Strong analytical, problem-solving, and decision-making capabilities.
Team player with the ability to multi-task in a fast-paced environment.
Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy.
Sound business ethics, including the protection of proprietary and confidential information.
Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
Ability to work with all levels of internal staff, as well as outside clients and vendors.
Ability to be flexible to handle multiple priorities and to work limited overtime, as necessary.
