JOB OVERVIEW:

This position includes project management and business analysis duties related to information technology as well as acting as a liaison between the department’s business users and the Technology Services Division. The position plans, develops and leads major information technology projects for the department as well as conducting a variety of business analysis and liaison activities. Duties range from documenting business and system requirements, assisting with maintenance of existing software systems, to leading agency projects as project manager.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Define project scope, goals and deliverables to support business goals in collaboration with senior management and stakeholders.

  • Effectively communicate project expectations to team members and stakeholders.

  • Liaise with project stakeholders.

  • Set and continually manage project expectations with team members and other stakeholders.

  • Plan and schedule project timelines and milestones. Track project milestones and deliverables.

  • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.

  • Define project success criteria and disseminate throughout project life cycle.

  • Conduct project retrospectives and create a recommendations report to identify successful and unsuccessful project elements.

  • Identify and resolve issues and conflicts within the project team.

  • Identify and manage project dependencies and critical path.

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.

  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

  • Document business requirements using a variety of approaches depending on the needs of the situation.

  • Assist business users with testing and training regarding new or modified technology systems/applications.

Preferred but not required:

  • An understanding of the development lifecycle.

  • An understanding of Agile methodology.

  • An understanding of Project Management principles and techniques.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in computer science, information technology, business, or a related field.

  • One year of job-related IT business experience; or

  • Five years of direct and qualifying experience with information technology and/or security experience may substitute for the education requirement .

Equivalent combinations of education and experience may also be considered on a case-by-case basis.
