State of Montana Enterprise Procurement Manager in Helena, Montana

State Procurement provides professional procurement services to all state agencies for the acquisition of supplies and services; ensures compliance with all state statutes and procurement requirements; establishes statewide term contracts for commonly used goods and services; manages the State’s fuel and procurement card programs; and delivers procurement training to state agencies. The organization provides a central location for vendors interested in bidding on state projects and maintains the state’s registration and notification list for bidders. State Procurement strives for transparent, cost-effective contracts that ensure the state receives the maximum value for taxpayers’ dollars. What is this career opportunity? Procurement practices in the State of Montana are undergoing a significant reform effort designed to revitalize processes and ensure that the state operates with utmost efficiency while keeping the best interests of its taxpayers in mind. Specific goals of the reform effort include: * Provide for continued impartiality and fairness in the procurement process; * Improve key supplier relationships; * Increase consistency throughout the procurement process; * Provide additional cost savings through strategic sourcing efforts; and * Reduce redundancies and inefficiencies. We are seeking a transformational leader to guide project objectives toward a unified procurement approach across all state agencies in Montana State Government. This individual should be particularly adept at leading in a dynamic environment, building effective relationships across all levels of leadership in state government, and display consistent ability to reach consensus with diverse stakeholders to ensure objectives are met. The successful incumbent should be particularly adept at navigating complexities associated with highly visible challenges to procurement decisions and protecting the integrity of the process. What are we looking for? Education and Experience: * College coursework emphasizing business and management curricula; AND * Substantive experience guiding business operations and completing objectives in a dynamic environment; AND * Demonstrated leadership capability build effective teams; OR * Alternate combinations of education and experience will be considered on a case-by-case basis. Competencies: /Knowledge of:/ * Public sector procurement laws, requirements and processes; * Vendor and contract management principles; and * Leadership concepts that align with the public sector. /Ability to:/ * Plan and implement significant enterprise procurement initiatives; * Guide substantial organizational change efforts; * Contribute to the development of an organizational budget; * Create effective relationships and collaborate with all levels of organizational leadership both within the business area and in state agencies; * Effectively resolve organizational challenges and build consensus toward unified objectives; * Encourage others to participate as a team and ensure that diverse views are represented in team decision making; and * Work with and understand a variety of internal and external customer business needs.
