Key Responsibilities Include: * Manages the development, enhancement and maintenance of the Federal tax offset and passport denial programs and associated interface. Serves as the point of contact for the Federal Government regarding these programs. * Identifies changes or enhancements to improve existing system or interface functionality or to identify and fix problems. Reviews, tests change and approves completed system tasks. * Monitors electronic files sent and received from the Federal Office of Child Support Enforcement (OCSE). Including ensuring CSSD in compliance with the annual submission of cases to OCSE. Reviews files for accuracy and timeliness. Researches and resolves issues preventing cases from reporting to the federal offset program or federal offset payments from being processed and works with contracted programming staff to resolve any system issues. * Updates federal on-line system after approval of passport exclusion or emergency withdrawal of passport denial, in appropriate cases. * Manages the development, enhancement and maintenance of the state debt offset program and associated interface. * Identifies changes or enhancements to improve existing system or interface functionality or to fix an identified problem. * Reviews, tests change and approves completed tasks. Informs users of new developments and key decisions. Responds to inquiries and requests from CSSD and Department of Revenue. * Prepares reports for CSSD Management on the state offset program. Physical and Environmental Demands: Typical office environment. This position will work in a typical office environment with extensive keyboarding requirements. Required for the first day of work: * Knowledge of planning, organizational and project management methodologies. Must be detail oriented and self-motivated. * Ability to make decisions. * Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, email, internet, and other computer programs. * Ability to plan, coordinate and direct system development efforts. * Ability to evaluate program requirements, conduct research, and make independent decisions. * Ability to communicate effectively verbally and in writing. * Ability to work independently as well as in groups and take a leadership role in dealing with issues. Minimum Qualifications * Bachelor’s degree in computer science, business, human services or a related field. * Two years job experience of child support, accounting or case management. * Other combinations of education and experience may be considered on a case-by-case basis.
