About this Opportunity Job Overview The Commissioner of Securities and Insurance, Montana State Auditor’s Office, is currently seeking a candidate to fill the role of a Financial Examiner/Analyst in our Exams Bureau. Accredited by the National Association of Insurance Commissioners (NAIC), the Examinations Bureau is primarily responsible for the financial oversight of licensed insurers and captive insurance companies domiciled in Montana. The Exams Bureau also performs the licensing function which includes detailed review of company applications to determine if these companies are financially sound. In addition, the Bureau is responsible for the collection of premium taxes and the associated audits of premium tax returns. The Financial Examiner/Analyst position is primarily responsible for conducting financial solvency analysis of insurance companies and performing risk-focused examinations. The incumbent will be responsible for analyzing and evaluating financial statements of insurance companies to determine compliance with state laws, rules, regulations and NAIC standards and guidelines. Additionally, this position will review insurer applications seeking to be domesticated in Montana for solvency (claims paying ability) and ensure compliance with applicable insurance laws. This position is also responsible for communicating discrepancies to applicants and following up to resolve any discrepancies. The incumbent will also periodically provide information and make licensing recommendations to the lead financial examiner. Why Work with Us? To be successful in this position, you must exhibit the following knowledge, skills, and abilities: * Knowledge of insurance company operations, accounting practices and procedures, examination procedures for insurance companies, analytical tools and practices applicable to insurance company financial statements, accreditation guidelines, insurance laws and regulations and the state insurance regulation framework. * Ability to communicate effectively in writing and the ability to review financial and company data to formulate logical and accurate conclusions, and present reasonable recommended courses of action. * Ability to work with a team, exhibit analytical thinking and be reliable and dependable. * Ability to work effectively with confidential information. * Demonstrate strong independent judgment and attention-to-detail. Minimum Educational and Experience Requirement: * * Bachelors’ degree in Accounting or a related field. * Up to one year of progressively responsible experience in financial analysis. * Willingness and ability to advance in the career ladder to become an Accredited or Certified Financial Examiner (AFE or CFE) by the Society of Financial Examiners. *Preferred Education and Experience: * Certified Public Accountant (CPA) designation and/or designation as an Accredited or Certified Financial Examiner (AFE or CFE) by the Society of Financial Examiners is desired. Alternate combinations of education and experience may be considered on a case-by-case basis. Competencies: The ideal candidate should exhibit the following competencies: * Strong customer-focus, attention-to-detail, teamwork, and organizational skills. * Ability to build establish and maintain effecting working relationships with other department and agency employees, the insurance industry and the general public. * Must be able to exercise sound judgement and make decisions. * Strong written and verbal communication skills. * Ability to interpret and communicate laws, regulations, policies, and procedures. * Effective time management skills, flexibility, and multi-tasking abilities. * Must be able to work with minimal to no supervision.
