The Information Technology (IT) Department provides development, central coordination, and support of information technology services for the Office of the Montana State Auditor, Commissioner of Securities & Insurance (CSI). The Department provides systems administration, applications development and support services to the agency, contractors, consultants, and Federal entities. Job Overview The Commissioner of Securities and Insurance, Montana State Auditor’s Office, is seeking applicants for the position of an IT Manager. This position reports directly to the Chief of Staff, overseeing agency IT professionals. This position serves, manages, and coordinates all activities for CSI and serves as the IT advisor to the Commissioner and executive leadership team. The responsibilities for this position include providing executive level analysis, advice, and decisions to ensure the agency remains effective and efficient in managing its information technology functions. This positionwill provide highly valued, strategic, consulting level support, development, and implementation of key IT initiatives, protocols, policies, standards, and procedures, while ensuring the integrity and security of systems and networks.This position will partner with all members of the executive leadership team, provide day-to-day operational and strategic oversight of the agency’s IT department, partner with agency-wide staff to resolve IT issues, in consultation with State of Montana Information Technology Services Division(SITSD) as appropriate, and be accountable for building and implementing effective and efficient agency-wide IT solutions to serve the agency’s needs. If you have a solid and well-diversified IT background, executive level experience, management experience, proven self-starter abilities, and strategically focused with a professional, positive, and helpful demeanor, this job might be right for you and we invite you to apply. *_The following knowledge, skills and abilities for this role are typically required for the first day of work:_ * Network administration (LANWAN) and website administration * Extensive knowledge of concepts, theories, and developmental aspects of computer science, computer programming, database administration, network administration (LANWAN) and website administration. * Knowledge of operating systems, hardware configurations and interrelationships, software applications, including website development and maintenance. * Knowledge of data products including, Windows Server and Workstation Operating Systems, Citrix, SQL, Relational Databases, HTML, XML, Visual Basic, Java, JavaScript Linux, Apache and support for servers, switches, VLANs, and physical and virtual server environments. * Experience with structured information systems, necessary documentation, implementation, maintenance, and security related functions, including development and implementation of IT strategic plans. * Computer systems and related equipment * Networking and communication protocol * Network security * Operating systems administration * Communication networks * Hardware and equipment planning and implementation * Performance monitoring and disaster recovery * Thorough knowledge of management practices relating to project management and coordination. * Strategic planning, development and implementation of goals and objectives, organization and systems analysis, coordinating resources for an agency, purchasing requirements, and contract negotiation and management. * Staff supervision * Knowledge of State of Montana Information Technology Services Division (SITSD) laws, policies, procedures, and practices. _Essential Duties and Responsibilities: _ In addition to what we’re looking for in a candidate, below are some of the responsibilities associated with this position: * Analyzes the IT needs of the agency, identifies vulnerabilities, anticipates security risks, and integrates changes and breakthroughs from the constantly evolving field of IT. * Develops and implements IT operational objectives, policies, and procedures to ensure the integrity and security of systems and networks. * Directs daily operation of the agency’s IT department to include workflow, priorities, standards, deadlines, and performance criteria. * Develops and implements data security procedures that deny unauthorized access to information and ensures the physical security of data. * Allocates, manages, and monitors the agency’s IT budget established by executives. * Creates and reviews IT project plans and programs to plan, integrate, and coordinate IT activities. * Manages and oversees the purchasing, licensing, and inventory of agency hardware and software. * Determines, approves, purchases, and maintains all agency hardware and software acquisitions including state purchasing policies and procedures and SITSD ITPR requesting process, in accordance with CSI IT policies and procedures, Federal NIST & FIPS guidelines, ITSD policies and procedures, and the Montana Information Technology Act (MITA). * Consults with the Legal Bureau, negotiates agency IT agreements with vendors and contractors, and government entities for one time and ongoing services.
