Facebook is looking for a Manager, Strategy & Operations to join our Strategy & Transformation team that drives Recruiting transformation solutions from strategy to execution at the intersection of people, process & technology. We build and scale global programs to strengthen the impact of our world-class Recruiting Team. Recruiting is a core strategic driver of Facebook's success. We have a world-class team working together to help drive our ambitions and scale to the next level. This role is pivotal to delivering our vision of transforming the way we hire great builders for Facebook's future. In this role, you will be responsible for managing teams of managers and program managers with a large portfolio of global strategic programs. You will play a key role in shaping and executing programmatic strategies for Recruiting alongside key partners and stakeholders. Plugging into the Recruiting organization’s multi-year vision, you will scale and deliver existing programs, while also identifying and standing up new programs. The ideal candidate will excel at working collaboratively with executives and colleagues alike and consistently deliver high-quality work even under time constraints with competing priorities.

Required Skills:

  1. Manage and foster a growing team of Managers and Program Managers that are responsible for a portfolio of strategic programs that have a direct measurable impact on Recruiting, through technical process, product and operational solutions.

  2. Lead transformational efforts to scale and improve organizational efficiency through craft of program management and high rigor execution.

  3. Partner with Recruiting Leadership and Cross-Functional stakeholders across Product, Engineering and Legal to ensure alignment between the overarching portfolio of programs and business strategies.

  4. Optimize the capacity of Portfolio/Program resources through an effective organizational setup & agile way of operating.

  5. Lead strategic planning and OKR efforts to develop an integrated roadmap across the entire portfolio of programs.

  6. Build a coherent strategy, vision and roadmap for the entire portfolio of programs, establish shared goals & work with Cross-Functional partners & leaders across the organization to drive alignment.

  7. Ensure comprehensive, high-quality, and proactive communications within teams and with key stakeholders, including the Director/VP level stakeholders.

  8. Build strategic relationships with global & cross-functional partners to drive improvements to Strategy & Operations charter.

  9. Seek out opportunities for improvement in program management throughout the organization

  10. introduce tools and processes to ensure effective planning, execution and communication.

  11. Provide mentorship to direct reports and other program management professionals within the organization.

Minimum Qualifications:

  1. BA/BS degree or higher.

  2. 12+ years experience in Program Management and/or Consulting.

  3. 5+ years experience in people management, including managing a team of managers.

  4. 3+ years experience in a high-tech fast-paced environment.

  5. Experience in developing and leading high-performance cross-functional teams.

  6. Proven experience running and delivering results on large-scale, complex technical portfolios and roadmaps.

  7. Experience thinking analytically and strategically about issues and influencing stakeholders, leadership and individual contributors at all levels.

  8. Track record of operating independently and delivering results, embracing ambiguity, demonstrating creativity, and delivering results in a highly organized manner.

  9. Experience building and maintaining strategic relationships in order to influence and drive the program vision in a single direction.

  10. Experience creating and delivering presentations to a variety of stakeholders including senior-level leadership.

Preferred Qualifications:

  1. PMP or Six Sigma certification.

  2. Experience working in a large, global tech company or other fast-paced environments.

  3. Experience in program management within Recruiting or People Operations.

  4. Experience in launching products at scale.
