Job Overview: / / This position is responsible for the performance of computer systems including networks and their applications, desktop applications, computers and peripherals. Diagnosing and troubleshooting hardware, software and connection issues, other duties include: 1) Providing user support to minimize interruptions in network and computer systems; 2) Providing technical expertise and mentoring to staff of all levels; and 3) Supporting the integration and transition to new computer and network technologies. Health and Human Services has 3000 computers and 150 networks statewide.

Major Duties or Responsibilities:

Technical Services

  • Provides network, computer, application support using analytical problem solving, and technical skills. Supports end-users by providing technical troubleshooting for computer and network related issues.

  • Identifies network requirements by interviewing users; analyzing departments, applications, programming, and operations involving networks, operating systems, file servers, and equipment including voice, data, local and wide area networks, and video communications.

  • Maintains network performance by installing new software, performing upgrades and maintenance, and repairing LAN/WAN hardware. Configures, installs and maintains new and existing hardware and software packages. Plans and schedules network conversions and upgrades.

  • Designs network to support operations and growth by planning network strategy, building network infrastructure, and providing input to management for procuring hardware and equipment.

  • Optimizes network performance by analyzing distributed network protocols and network designs; recommending improved methodologies for performance tuning.

  • Coordinates the evaluation, compatibility, system impact, installation, testing and implementation of a variety of computer/network issues between department personnel, database staff, contractors, ITSD, vendors and other NCB staff.

  • Evaluates and recommends computers, servers, mid-tier systems, and other technology for purchase by the department to solve their computing and connectivity needs. Assists in the development of technical specifications­, evaluation of vendor proposal and award recommendations.

Physical and Environmental Demands:

This position will travel up to 20% of the time. Must be able to lift and computer equipment up to 40 lbs. Position required to be on-call for 24X7 support on a rotating basis.

Knowledge, Skills and Abilities:

Required for the first day of work:

  • Knowledge and experience in computer hardware and software

  • Knowledge and experience in network server operating systems; Microsoft preferred

  • Knowledge and experience in networking technologies including Microsoft Active Directory and Group Policy

  • Ability to research and evaluate new technologies

  • Ability to teach and mentor employees

Required Minimum Education and Experience:

  • Bachelor’s degree in computer science or related field.

  • Three years of experience in computer support or network administration.

  • Other combinations of related education and work experience may be considered on a case-by-case basis.
