State of Montana Program Supervisor - Mental Health (31763) in Helena, Montana

The Addictive and Mental Disorder Division (AMDD) administers program and payment for publicly funded bhavioral health services, which include adult mental health and adult and youth substance use disorder (SUD) prevention and treatment programs. The treatment bureau contracts with behavioral health providers and agencies statewide to provide community-based and inpatient services, primarily through Medicaid. Services range from prevention and early intervention services to inpatient, residential, home and community based, and recovery support services. This position provide leadership and supervision to a team of professionals that oversee project management processes through rules, policies, practices, and performance based provider contracts. This position also works closely and partners with the bureau chief, analysts, and fiscal staff. Key Responsibilities Include:Key Responsibilities Include: -Develops request for proposals, evaluates, approves and manages grants and provider contracts. - Researches programs and services in other states and evaluates feasibility for inclusion into Montana's State Medicaid Plan. Researches alternative delivery systems by studying evidence based, preventative, and other health models. Implements new programs as necessary. - Maintains data regarding program utilization, cost and caseload growth. Physical and Environmental Demands: Typical office environment that may include sitting for extended periods of time with occasional walking; standing; bending; keyboarding responsibilities. May lift light items up to 10 lbs. The position requires extensive public contact. Project deadlines may result in stressful conditions and working hours will at times exceed the normal eight-hour work day. Required for the first day of work: * Extensive knowledge of program management and organizational principles. * Extensive knowledge of quality assurance and quality improvement principles, practices, and review processes. * Extensive knowledge of federal and state program policies, mandates, directives and intents. * Considerable knowledge of federal and state budgeting processes. * Thorough knowledge of concepts and practices of community-based behavioral health care, member directed care, issues surrounding freedom of choice, social, psychosocial and community impacts on members and their families. * Broad-based knowledge of grant management practices. * Knowledge of personnel management and supervision. * Strong skills in analytics, planning, organization, conflict resolution, and oral and written communication. * Strong skills in operating a personal computer and general office equipment as necessary to complete the essential functions including using word processing, management information systems, database and e-mail, internet, Microsoft products and other computer programs. * Strong written and verbal communication skills, including public speaking. * Utilization of spreadsheet data; data base development and applications, negotiation and public relation skills to effectively represent the bureau or division in communicating complex and sometimes controversial issues to consumers, legislators, providers, stakeholders and the public. * Ability to work independently and a willingness to work with people in a positive and productive manner to build effective working relationships and resolve issues. * Ability to foster a team environment and coach staff on strengths and areas of improvement. Minimum Qualifications (Education and Experience): * Bachelor’s degree in Public Administration, Business Administration, or health or health-related fields. * Four years of professional experience. * One year of supervisory experience managing professional staff. * Experience with Montana Medicaid system and grant/contract management preferred. * Other combinations of directly related education and experience may be considered on a case-by-case basis.
