Job Overview: Each Medicaid Management Information System (MMIS) Project Manager position is responsible for an area of the project management through a framework of project planning, execution, monitoring and control, and closure activities. Work involves managing project scope, schedule, and budget by applying project management principles and methods as defined in the Project Management Body of Knowledge (PMBOK).
The Project Manager provides technical expertise to business analysts, division program personnel, and system owners to support the identification of accurate and complete business and functional system requirements. This position also reviews and provides feedback and recommendations regarding the quality and effectiveness of the deliverables submitted by contractors and supports the testing of solution components to validate that the business requirements are met.
Major Duties or Responsibilities:
Project Planning and Initiation
Identifies project objectives and scope by collaborating with division stakeholders to define system requirements, specifications, and expectations.
Develops project strategies by evaluating alternative approaches to ensure project success. Develops an execution plan.
Partners with other management staff to identify project deliverables, create staffing plans, and build schedules.
Identifies and puts in place methods to control project develop and change processes.
Documents project constraints through communication with stakeholders and establishes policies and procedures to ensure compliance. Identifies performance criteria based upon product/service specifications and process standards to ensure and/or support quality assurance activities.
Develops resource management plans (staff, procurement, etc.) by identifying resource requirements and obtaining commitments from internal, external, and procured sources to complete all project activities.
Produces, refines, and communicates formal project planning documents such as: project charters, project scope statement, communications plan, risk plan, quality assurance plan, and staffing plan, as assigned.
Works collaboratively with the MMIS Project Director to produce the final project plan and obtain approval from department management and project stakeholders.
Project Execution, Monitoring, Control, Reporting, and Completion
Participates in Joint Application Design (JAD) sessions, gap analysis, deliverable review, and other project tasks as project progresses.
Manages project tasks defined in the project plan and ensures the execution of project activities and tasks to produce and review project deliverables on-time.
Reviews project progress compared to the work plan, monitors workflow, and ensures performance measures and program standards are met. Updates project leader.
Implements quality assurance procedures by performing project control activities to meet project objectives. Manages change control processes.
Provides projections to MMIS Project Manager for use in analyzing budget compliance.
Measures project performance by comparing results to the baseline to identify project trends and variances and recommend corrective action when significant differences exist. Addresses root causes in any problem area to eliminate or minimize negative impact.
Reports significant issues to the MMIS Project Director so that corrective action can be taken.
Produces written and oral project reports that provide timely and accurate project status and decision support information to project team.
Provides regular and timely feedback throughout the project life cycle to the appropriate project stakeholders.
Represents the project team to department management, external agencies, vendors, and other stakeholders as requested by MMIS Project Director.
Manages the completion of the project including ensuring sign-off on deliverables by all responsible parties and finalization of all paperwork.
Preserves essential project records, documents, and required tools by archiving them for future use to adhere to legal and other requirements.

Physical and Environmental Demands: A majority of the work is done in an office environment. A substantial amount of time is spent sitting in front of a computer. Some travel across town to attend meetings with Program staff.

Required minimum education and experience:
Bachelor’s Degree in Healthcare Management, Business, Information Technology, Computer Science or related field is preferred. *
Five or more years of job-related work experience.
Project Management Professional (PMP) certification is desired.
Knowledge of Project Management Body of Knowledge (PMBOK) is preferred.
Experience with MS Project and/or other project management tools is preferred.
