State of Montana Project Manager- ISR in Helena, Montana

/Join the State Construction and Facilities Management Office in the Department of Military Affairs, as an Installation Status Report Manager!/ This is a civilian position, responsible for managing the Montana Army National Guard (MTARNG) Installation Status Report (ISR) Program. The position provides support to MTARNG facility managers, real property program personnel, and supervisors and managers regarding facility maintenance issues and practices, quality and mission effectiveness of real property assets, and Long Range Building Plan (LRBP) issues. Provides ISR data collection services and system management to facilitate the accuracy, quality, and timeliness of data input into the ISR database, and to assist with the implementation of changes or improvements resulting from ISR evaluations. This position does not supervise others and reports to the Plans & Programming Bureau Chief. This position manages the overall development, evaluation, and submission of the ISR to provide the National Guard Bureau (NGB), the Adjutant General, and/or designated reporting staff with information related to statewide installations’ permanent/semi-permanent real property, environmental programs, and service activities. This position is tasked with improving data collection practices and reporting within federal modules. The outputs and expert advice provided by this position greatly impact the overall success and impact of meeting the mission requirements of the MTARNG. The ISR manager will be required to travel the state to perform in-person inspections of MTARNG facilities, collaborate internally within the Plans & Programming Bureau and externally with other bureaus within the Construction & Facilities Management Office (CFMO), as well as collaborate with stakeholders outside the CFMO. Physical and Environmental Demands: Ability to lift up to 50 lbs. Climbing ladders and working comfortably from heights of up to 60ft. Walking long distances, crouching, crawling, and bending. Ability to work in temperature ranges from -30 to 110 degrees F and high winds. Ability to safely work around turning machines, high noise environments, high voltage electricity, and industrial boilers. The position requires occasional overtime and overnight travel. Ability to work in an office setting for extended periods. Knowledge: Facility maintenance and inspection methods, environmental practices, database management, data analysis are required. This position will become familiar with the ARNG Installation Status Report database program, ARNG Manager’s Internal Control Program and Internal Review and Audit Compliance Program. Knowledge of commercial construction and construction standards is preferred. Demonstrated ability to work and engage in diverse working environments within and outside the Department. Skills: The position requires skills in project management, time management, drawing conclusions, and making recommendations; analyzing and interpreting facility blueprints, designs, or as-builts; awareness of, and critical assessment of compliance with military standards and regulations; assessing facility, staffing, and natural resource issues; communication and negotiation; developing and administering a variety of diverse projects and developing solutions; applying analysis and judgement in regards to difficult assessment and reporting functions. Strong oral and written communications are necessary to draft official communications. Ability to manage, input, and extract information from multiple computer and software databases. Must be skilled in building professional working relationships with facility managers, service contacts, executive management, state, and federal personnel. Abilities: Ability to work independently and effectively in an environment with constantly changing priorities. Ability to analyze, verify, manipulate, and mitigate data conflicts; plan, assign, coordinate, control, and manage work; work with people in a persuasive manner where responsibility without authority is often present; and motivate and communicate with a variety of personnel performing a broad range of professional, trade and technical work. Minimum Qualification Options (Education and Experience): * Bachelor’s degree in the fields of Industrial Engineering, Business Administration, Construction Management, Architecture, Project Management, Civil Engineering, or related field. OR * Two-year degree, technical diploma, or equivalent in Construction Trades Technology, maintenance, or management fields, with two (2) years job-related work experience. * Alternative combinations of education and experience may be considered.
