Pacific Northwest National Laboratory Research Engineer III – Building Performance Standards in Helena, Montana

Overview

The Electricity Infrastructure and Buildings Division (EI&BD) of PNNL is accelerating the transition to a decarbonized, efficient, resilient, and secure energy system through basic and applied research. We leverage a strong technical foundation in power and energy systems and in advanced data analytics to drive innovation, transform markets, and shape energy policy.

This position is in the Building Simulation and Design Group (BS&DG) within EI&BD. BS&DG models and analyzes the impacts of policies and standards to advance energy efficiency in new construction, develops tools and workflows, and deploys them to speed the adoption of energy-efficient technologies. The Group stewards core research capabilities in building energy simulations, building energy policy, tool development for building applications, and electrical systems engineering.

The BS&DG is looking for a Research Engineer III – Building Performance Standards (BPS) to take a leading role in research, analysis, and technical assistance to support the development, adoption, and implementation of BPS and other emerging policies for high-performance and decarbonized buildings (e.g. advanced energy codes).

Responsibilities

The selected candidate will use their knowledge and training in building sciences/systems, practical experience with high-performance commercial and multi-family building design, performance evaluation, energy retrofits, and portfolio management, and understanding of innovative building energy policy tools to help drive their implementation. Key activities will include:

  • Developing and refining analysis processes and tools for implementation, compliance, and enforcement of BPS policies.

  • Analyzing energy, engineering, and economic data of new and existing buildings to inform policy decisions.

  • Working in collaboration with multi-disciplinary teams in PNNL and various stakeholders to assess and document the impact of BPS policies in terms of energy and emissions savings, conduct studies, and make recommendations on the alignment of BPS policies and new construction codes.

  • Providing direct technical assistance in BPS and building energy code policy to states, local governments, and non-profit organizations.

  • Developing technical resources to support policy development and implementation, covering topics ranging from equitable policy development to compliance pathway alternatives.

Qualifications

Minimum Qualifications:

  • BS/BA and 5 years of relevant work experience -OR-

  • MS/MA and 3 years of relevant work experience -OR-

  • PhD with 1 year of relevant experience

Preferred Qualifications:

  • Develop or contribute to research proposals for new project opportunities

  • Select and develop technical approaches to projects

  • Serve as the principal investigator or co-PI on multiple, complex projects and/or large tasks

  • Lead scoping, scheduling, and budgeting for projects/tasks

  • Demonstrate ability to acquire funding for self and task-level teams

  • Manage research project teams with internal and external contributors

  • Lead or contribute to the development of technical reports

  • Represent PNNL at technical and policy conferences and forums

  • Maintain productive engagements with funding sponsors and various external collaborators

  • Mentor early career staff

  • Uphold a high standard for quality, safety, and security

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
