The Network Technology Bureau is seeking a Senior Telecommunication Specialist. This position works with a team of Telecommunication Specialists and the Voice/ VoIP Engineer. The incumbent is responsible for assisting with the design, implementation, maintenance and repair of telephone systems throughout the State. The State’s telecommunication network consists of 25 Meridian PBX’s supporting over 25,000 stations, more than 100 telephone key systems and is in the process of converting all telecommunication points to a state-wide Voice over IP (VoIP) solution utilizing Avaya Communication Manager system with Avaya Aura Messaging. The incumbent works with vendors, customers and technicians within the Bureau to design and implement solutions taking into account a wide variety of business requirements, technical specifications and available platforms. These design solutions include, but are not limited to VoIP, Avaya Communication Manager programming, PBX software, SIP, LAN and WAN circuits, T1s, PRI’s, and PS/ALI E911. The incumbent also works with vendors to resolve operational and programming issues as they arise. This position travels about 30% of the time, with most of it consisting of day trips.

  • 5 years’ experience in the telecommunications industry; or

/Ability to:/

  • Understand call flows, troubleshoot, and perform detailed analysis;

  • Understand a VoIP environment including routing and switching;

  • Respond to situations where standard procedures have failed to isolate or fix problems in malfunctioning equipment or software;

  • Report design, reliability and maintenance problems or bugs to design/software engineering

  • Conduct system emulation/simulation activities to identify problems and conduct lab tests as required;

  • Coordinate with Engineering on potential product defects and system modifications/changes;

  • Assist field technicians and Network Support Engineers as required;

  • Provide remote and occasional onsite troubleshooting support;

  • Design or modify a VoIP or digital network within operational requirements;

  • Problem-solve a wide variety of hardware and software issues;

  • Install and repair telephony hardware and associated software;

  • Apply research and design methodologies to effectively complete projects;

  • Effectively communicate with diverse levels of management and stakeholders;

  • Rapidly troubleshoot and correct system problems in a timely fashion;

  • Provide excellent customer service and communication to non-technical individuals;

  • Understand the interrelationship of data, voice/VoIP network systems and to quickly learn the State’s environment; and

  • Effectively interact with vendors on behalf of State agencies.
