Job Overview: The Special Populations Assessment Specialist will serve as a liaison between the field and the federal and state assessment mandates. This position has primary responsibility for providing services to the field specifically for special population assessments including professional development and training on test administration, assessment literacy, test security procedures and test audits, and programmatic and policy action on balanced assessment system data. This position develops resources and conducts professional development to ensure effective administration of the statewide assessments and use of the assessment results in the educational community. It provides leadership and support for schools and educators for better understanding and appropriate use of the results of local, statewide and national assessments. The position collaborates with Montana stakeholders and assessment contractors in the development and implementation of classroom assessments, state required assessments and the reporting and analysis of test results. The position works closely with content standards and instruction, school improvement staff, and measurement and accountability staff. The Monitoring and School Support Specialist responds to a wide variety of instructional and assessment inquiries and reports to the State Assessment Director. Knowledge, Skills, and Abilities required to perform the job: · Knowledge of the theories, principles, and practices of educational and program administration. · Knowledge of principles and practices of personnel management and organizational planning and operations. · Knowledge of school law, philosophy, policies, rules, and regulations as they relate to assessment accountability and educational data collection and management. · Knowledge of educational technology, research, analysis, and statistics. · Knowledge of federal and state confidentiality requirements, including FERPA requirements for management and release of student level data, and the interaction of state right to know and right to privacy statutes. · Knowledge and experience writing SQL routines to confirm reporting and for data requests and predictive analyses. · Ability to read and comply with federal file format specification, an understanding of computer networks, and an understanding of data handling, storage, encryption, and protection. · Ability to establish and maintain effective working relationships with a diverse group of professionals. · Ability to collaborate and communicate effectively with others using verbal and written skills. · Ability to competently deliberate and explain issues regarding data analysis and implications in a political atmosphere. · Ability to plan and direct educational programs and services.
