What is this career opportunity?
General Services is seeking a Manager for its Surplus Property & Recycling Program. This position will provide leadership, forward thinking, direction, planning, execution and project management to the program. This Manager supervises 5 dynamic positions that are responsible for receiving and reselling items including vehicles, heavy equipment and office furniture. The manager is responsible for public relations, overseeing accounting functions, and the development and implementation of various systems, such as point-of-sale, asset management and inventory. This position administers both state and federal surplus programs, ensuring that all state and federal rules and regulations are followed in the receiving and disposal of surplus property. A successful incumbent also forms positive working relationships with the public, state, local and federal agencies.

What are we looking for?
/ Education and Experience: // /
A Bachelor’s degree in Business Administration or Public Administration and three years of applicable experience.
Alternate combinations of education and experience will be considered on a case-by-case basis.
(It would be a bonus if you have two or more years of supervisory experience!)
/ Competencies: /
/ Knowledge of: /
The budgeting process;
State and local government structure and regulations;
(It would be great if you have any knowledge of State and federal laws related to surplus programs!)
/ It would be extra beneficial if you have knowledge in these areas, because this is what the staff does: /
Mechanical workings of heavy equipment and vehicles with gas or diesel engines, trailering, transporting and forklift usage;
Retail sales, merchandising and appraisal of used equipment and furniture.
/ Ability to: /
Provide effective leadership, vision, and direction to the Program;
Exercise judgment and discretion to establish and maintain strong working relationships utilizing strong collaboration, facilitation, and project management skills;
Effectively communicate with diverse levels of management and stakeholders;
Identify problems, emerging issues and trends, and establish strategies to address them;
Build consensus among a group of varying stakeholders;
Delegate projects as needed to ensure multiple priorities are met.
