ICF is seeking a Training and Development Specialist to work remotely in support of our ORR Children’s program. This essential role is an individual contributor responsible for overseeing the development of training materials and resources, providing training oversight, and developing systems infrastructure related to the Technical Assistance Center. The position acts as a member of the leadership team to recommend technological solutions for communications, skill building, and project management. The Training and Development Specialist manages the deliverables related to learning experiences and reports to the Project Director.

Key Responsibilities:

Oversee and influence all learning products:

  • Influence the shape and structure of all types of modalities provided for learning

  • Work collaboratively with instructional designers and other members of the learning content development team including graphic artists, programmers, and narrators in the production of online products

  • Assess and review newly developed training course materials and training curriculum for compliance with clients' guidelines and accepted Instructional Systems Design methods and adult learning theory

  • Utilize evaluations data to make improvements to deliverables

  • Support the develop of learning solutions in multiple formats, including e-learning, interactive classroom-based instruction, job aids, pre- and post-assessments, and other performance support tools

  • Develop and maintain style guide and other instructional design guidance documents

  • Critically review developed products (e.g., design documents, instructor/participant guides, and other instructional and performance support materials) produced by instructional designers for technical accuracy and instructional soundness and provide feedback

  • Maintain an up-to-date knowledge of software used to develop products and services

  • Assist TTA providers in the planning and development of webinars

  • Create storyboards, scripts, course content for Flash videos, simulations, and other online training tools

Oversee and influence the training plan and learning paths:

  • Work with clients and subject matter experts to perform needs assessments to identify critical knowledge, skills, and behaviors; produce gap analyses; and recommend appropriate learning strategies and solutions to achieve desired outcomes

  • Recommend appropriate learning strategies and solutions to achieve desired learning outcomes

  • Assure all deliverables are met annually for the development of new learning experience content

Provide Project and Task Management:

  • Provide leadership across the project in innovation and problem solving

  • Provide feedback about challenges and successes and troubleshoot any barriers encountered within the assigned tasks

  • As needed, act as point of contact for the client and provide prompt, substantive and comprehensive responses to all client needs and requests

  • Contribute to regular reporting and support all activities related to evaluation including data collection and continuous quality improvement efforts

  • Supervise team of learning experience developers to assure timely development of learning materials

  • Assure all deliverables related to training are met according to the client approved timeframes

  • Document areas of progress and track deliverables data

  • Maintain expert knowledge about tasks and overall objectives

  • Develop and monitor scope of work for subject matter experts and design team staff providing technical work for learning experience development, as needed

Basic Qualifications:

  • Masters in social services or organizational development, a Bachelor’s in the same field can be substituted for the MS/MA if accompanied by 8+ years of training development work in the field of refugee resettlement

  • 5 years of experience in developing training for Office of Refugee Resettlement programs or divisions including unaccompanied minors

  • A minimum of 3 years managing projects or equivalent of project management such as managing multiple aspects of deliverables, deadlines, and partner relationships

Preferred Skills/Experience:

  • Experience conducting detailed training and/or job/task analyses

  • Experience developing both soft-skills and technical training

  • Experience designing instructor-led, online courses, mobile learning, and/or blended solutions

  • Experience in quality assurance

  • Experience designing products that are Section 508 compliant

  • Experience and working knowledge of at least one rapid development tool (e.g., Presenter, Captivate, Articulate)

  • Experience producing, adhering to, and tracking task-level budgets and schedules

  • Experience interacting with and advising clients

  • Demonstrated quality product development

  • Demonstrated understanding of client relationship building and management

  • Ability to work in a fast-paced environment

  • Ability to prioritize multiple tasks while demonstrating the initiative to complete projects with minimum supervision

  • Ability to work with all levels of internal staff, as well as outside clients and vendors

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary

  • Ability to travel up to 20%

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Project) and MS SharePoint

  • Experience with AirTable

  • Sound business ethics, including the protection of proprietary and confidential information

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :

$62,113.00 - $105,593.00
