State of Montana Water Projects Engineering Manager in Helena, Montana
This position is eligible for a $5,000 sign on bonus. * Selected candidate may be eligible to receive relocation expenses per DNRC Moving and Relocation policy. Work Unit Overview: The State of Montana, specifically DNRC Water Resource Division’s State Water Projects Bureau, administers the operation, maintenance, management, and rehabilitation of 19 Water Storage Projects including 23 dams and over 250 miles of irrigation canals. TheBureau also owns the Broadwater Missouri Toston Hydroelectric facility. TheBureau provides oversight of these projects by delivering inspection, instrumentation, engineering, and operation services. The Bureau also owns and manages real property associated with the Projects, and manages multiple haying, grazing,and recreational leases. The Bureauincludes engineers, scientists,and operators. Job Overview: As Bureau Chief, the incumbent performs the management and supervisory engineering work necessary to plan, organize, and direct the activities of the Bureau. *Essential Duties: * This position directs and coordinates the program activities of the Bureau; develops and implements program operating and administrative policies, short and long-termplans and program objectives, priorities, strategies and goals with oversight of the Division Administrator; ensures program activities are consistent with the laws, rules and regulations; directsstatutorily requiredactivities and emergencyactions for the programs when required and coordinates those activities with theDivision andDepartment; sets and communicates performance standards and work quantity for program activities and assesses operations; ensures coordination of program activities with activities of other government regulatoryagencies ensurestheBureau is working in a coordinated and cooperative manner with other operating entities within theDepartment; keeps the Division Administrator informed of all significant activitiesandmediaandlegislative inquiries; and prepares work progress and other types of reports and presents them to theDivisionAdministrator,DepartmentDirector or other appropriate authorities. * Provides directions and oversight of Bureau contracts for personal and professional services. * Negotiates contract conditions, claims, change orders and disputes. * Makes final determination on engineering and contract matters within the Bureau. * Manages theWater Rightsof the Bureau. * Manages water purchase agreements, approves water purchase contracts and works directly with the Water User Associations. * Oversees and provides guidance to staff in MEPA/NEPA and permitting requirements. Work experience must includethreeyears of progressively responsible supervisory, management, and leadership experience preferably in a natural resource management or an environmental regulatory field. * Professional Engineer’s license is required. * Master’s degree in Civil Engineeringor closely related fieldis desirable. SPECIAL INFORMATION: * * Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. * Applicants must be able to climb embankments, walk on uneven surfaces for up to a mile and crawl through confined spaces such as siphon pipes. *ELIGIBILITY TO WORK: *In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
