Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Foreman I Utilityman. Duty Location: Hungry Horse, Montana https://www.usbr.gov/pn/about/hr/area-information.html Responsibilities -Serves as a lead worker and as such, communicates the goals, priorities, and deadlines for completion of work as established by supervision to the variety of craft and administrative staff. -Uses defined standards such as those found in Facilities, Instructions, Standards and Techniques (FIST) documents, Reclamation Safety and Health Standards (RSHS), OSHA, National Electric Code (NEC), National Fire Protection Association (NFPA), etc. to ensure compliance with programs for the safe, efficient, technically sound operations and maintenance of powerplant equipment and systems. -Performs unskilled and semi-skilled maintenance duties in a hydroelectric powerplant, dam, and related facilities, including semi-skilled mechanical, plumbing and carpentry work. -Operates a variety of common electrical, pneumatic or gasoline powered tools, such as table and chain saws, concrete mixers, tampers, mowers, tuggers, winches, small pumps, and impact wrenches. -Required to operate equipment and other vehicles or water craft in the performance of his/her duties and is completely responsible for their safe operation. Operates such equipment in compliance with applicable Bureau, Federal, State, County and Municipal laws and regulations. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. You must submit a resume and supporting documentation (see Required Documents). You must meet any minimum experience requirements (see Qualifications). You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position. You must possess a valid Class A Commercial Driver's License (CDL) at the time of application and is a condition of employment. Failure to maintain a Class A CDL will result in the termination of appointment. You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency. You will be required to submit to a urinalysis to screen for illegal drug use prior to appointment as a condition of employment. This position is also subject to random drug testing. Education This position does not allow substituting education for experience. Additional Information The cut off dates are October 11, 2024, January 11, 2025, April 11, 2025, and July 11, 2025. For consideration by a particular cut-off date, qualification requirements must be met by the applicable date. This is a competitive, TEMPORARY PROMOTION (UPCODE) announcement for a duration of up to one (1) year, and may be extended in one (1) year increments up to 5 years, from the time of selection. This temporary promotion action may be made permanent without further competition. The agreed upon eff effective dates for any time-limited promotion/upcode, may vary depending on needs and necessary coverage. The purpose of a time-limited promotion/upcode is to temporarily perform the duties of the Foreman I Utilityman. The employee may be returned at any time (on or before the not-to-exceed date) to the position from which they were temporarily promoted/upcoded from or to a different position of equivalent grade, pay, and location. You may not appeal the return to the permanent lower graded or lower paying position (or the equivalent) through the administrative or negotiated grievance procedures, or to the Merit Systems Protection Board. Supervisory Approval: Supervisory approval will be required at time of selection. Applicants rated qualified for this position under this announcement will be eligible for payment for continuous or intermittent periods of work to this job classification. For employees, payment for the work will be made by temporary promotion using an SF-50, Notification of Personnel Action. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
