Summary

This position serves as the Budget Analyst for the Northern and Intermountain Regions State and Private Forestry. It will be located in either Ogden, Utah or Missoula, Montana.

Responsibilities

Provides advice and assistance to managers in the development of program and budget requests and related supporting documentation. Drafts procedural instructions and policy guidance for use by officials in planning and estimating funding needs for staffing, contractual service, equipment, travel, etc. Reviews and edits budget requests submitted by subordinate units. Analyzes estimates to identify imbalances among program areas, to eliminate duplication of functions, and to reconcile estimates. Conducts annual year-end closing activities and reconciles with accounting records.

Consolidates and validates input from field units for presentation of the budget. Prepares detailed obligation plans in conjunction with budget requests. Highlights budget changes and trends from year to year to help senior level management with program budget decisions. Provides advice and guidance to managers on writing budget justification responses in order to obtain and defend funding requests as well as to help prioritize budget requirements. Prepares detailed obligation plans in conjunction with budget requests.

Reviews and analyzes a broad base of historical data and current trends to validate financial estimates for an integrated budget for a major multi-functional program. Reviews and coordinates accounting records and prepares apportionments, allocations, and operating budgets.

Tracks budget expenditures against approved budget plans; tracks, analyzes and reports on actual financial execution data for assigned budgets and programs; compares actual execution data to approved obligation plans; develops and maintains automated Financial Management Systems and data bases; develops a variety of real time budget information reports for mangers; and maintains automated budget systems and reports.

Demonstrates leadership in establishing and maintaining a work environment that is free from discrimination and creates a sense of inclusion and support for all employees in the workplace.

Performs supervisory duties 20% or less of the time.

Travel Required

Occasional travel - Periodic travel between Regional offices in Ogden, Utah and Missoula, Montana will be required.

For the GS-12 level : Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience are:

  • Provided technical advice, consultation, and assistance to management on a range of budget program issues; OR
  • Reviewed and edited budget requests to assure that they conform to higher level requirements; OR
  • Identified and analyzed trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan were being met on a timely basis; OR
  • Performed analysis of assigned program budgets and employed techniques such as trend and historical analysis to review funding requests.

For the GS-13 level : Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level. Examples of specialized experience are:

  • Interpreted budgetary policies and practices; OR
  • Formulated budget and cost estimates to support plans and programs; OR
  • Provided technical guidance to management on the preparation of financial reports, processing flow, system interfaces and recommended improvement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT : If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

This position is eligible for telework and other flexible work arrangements.
