The Missoula County Airport Authority owns and operates the Missoula Montana Airport (MSO). Missoula Montana Airport serves the western area of Montana, with a population of approximately 175,256. Commercial passenger services are provided by Alaska, American, United, Delta, Allegiant, Frontier, and Sun Country Airlines. The Airport has direct service to Dallas, Portland, Las Vegas, Phoenix/Mesa, Salt Lake City, Seattle, Denver and Minneapolis with nonstop departures and seasonal service to Chicago, Los Angeles, Oakland, Atlanta, and San Francisco. The airport has an estimated 50/50 mix of business and leisure travelers. Missoula is located at the confluence of three rivers and the convergence of 5 mountain ranges in the heart of Western Montana. It is home to the University of Montana and Missoula College, which provide diverse cultural opportunities, including fine arts, theater, dance, and NCAA Division athletics. Missoula is one of Outside Magazine's "Best River Towns in America" and America's Promise Alliance's "100 Best Communities for Young People."JOB SUMMARY: Provides legal counsel to the Board of Commissioners and Airport Management team. Responsible for a full range of procurement, contracts, technical, and legal support to the Director and senior staff. ESSENTIAL DUTIES: (The following are intended to illustrate typical duties; they are not meant to be all inclusive or restrictive.)Serves as legal counsel for the airport, conducts research and advises senior staff on legal compliance with federal and state laws and regulations, risk assessment, defenses, priorities, and other key aspects of law. Coordinates with and monitors the work of outside counsel (as needed).Acts as legal and staff liaison to Board members, including drafting and revising bylaws, minutes, agendas, and resolutions; coordinates with Missoula County Commissioners on Board appointments; drafts agenda for monthly Board meetings and compiles all documents from staff.Responsible for ensuring compliance with Montana open meeting and public records laws (FOIA) and regulations and responds to and reviews all requests for public documents.Develops and oversees execution of procurement policies and procedures, ensures compliance with applicable federal and state acquisition regulations in procurement, as well as handling disputes and claims for airport procurement needs.Manages airport leasing and contract program. Drafts, reviews, negotiates, and administers contracts and agreements. Ensures that contracts are fully executed and in compliance with laws and regulations.Interprets contract requirements and ensures compliance with contractual terms. Maintains a database of digital records of all contracts and related documents.Advises the Human Resources department on federal and state employment laws, reviews and approves recommended changes to Personnel policies. Participates in employment disputes, investigations, and labor negotiations. Develops, manages, and implements the Airport Concession Disadvantaged Business Enterprise program (ACDBE), including annual reporting and tri-annual goal setting requirements. Coordinates with airport engineer to ensure compliance with Disadvantaged Business Enterprise program (DBE). Develops, manages, and implements programs under Title VI and ADA.Assists the Airport Director in preparing for various meetings, conferences, and decisions by researching, reporting, briefing, issues as needed. Responds to inquiries requiring interpretation of Airport Policy, Directives, Rules and or Regulations.Responds to complaints received and takes appropriate action within policy guidelines to correct problems when necessary or directs the complaint to appropriate personnel.Responds to and serves the public with courteous good will. May act as a liaison between the Airport Director, staff, Board members, airport tenants and the general public.OTHER DUTIES:Performs related duties as required or directed.SUPERVISION RECEIVED: Works under the direction of the Airport Director. SUPERVISION EXERCISED: None.PHYSICAL/ENVIRONMENTAL DEMANDS: •Most work is performed in an office setting. The position may be subject to work outside traditional hours. The position may intermittently be subject to stress due to time schedules and human behavior. •Some business travel may be required. •Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.•Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.•Work environment noise level is frequently loud. Requires hearing which falls within normal limits for both pure tone and speech, per audiogram.•Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.•Work requires preparing and analyzing written or computer data and observing general surroundings and activities.•Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.REQUIRED KNOWLEDGE, SKILLS & ABILITIES:KNOWLEDGE OF:•Federal, state, and local laws, regulations, and guidelines relating to Airport operations, including Montana Code Annotated, Administrative Rules of Montana, Code of Federal Regulations and FAA Advisory Circulars and regulations.•Legal research methods and techniques, including use of LEXIS, Westlaw, and the internet.•Knowledge of civil legal practices and procedures, including rules of evidence, preparing court documents, pleadings, motions, and drafting resolutions, and other policies and procedures.•Principles, practices, policies and procedures of airport operations, applicable laws, codes, and regulations, including considerable knowledge of federal (especially FAA and TSA) and Montana state laws, regulations, and policies that affect airports.•Techniques for representing the airport in meetings and negotiations with a wide variety of individuals and groups.•Techniques for making effective public presentations.SKILLS: Skill in the use of a personal computer and related software (word-processing, e-mail, spreadsheets, internet, and web-based applications). MINIMUM QUALIFICATIONS:**An equivalent combination of education and experience may be considered.EDUCATION: Juris Doctor degree from an accredited law school. Must be licensed to practice law and have a membership, in good standing, in at least one jurisdiction within the United States and the ability to obtain license to practice law in Montana at the time of hire.EXPERIENCE: Prefer a minimum of five years’ experience advising clients on airport law and/or other federal regulatory issues.
