State of Montana Shift Safety Supervisor in Warm Springs, Montana

Job Overview: This position maintains the overall safety and security of staff and patients at the Forensic Mental Health Facility (FMHF) in Galen—a 24/7 secured treatment facility for mentally impaired or emotionally disturbed patients who are court-committed due to alleged or convicted serious crimes. This position supervises and coordinates the work of Forensic Mental Health Technicians to ensure adherence to established safety and security standards, policies, and procedures while assisting patients. Monitors the conduct of patients, intervenes, and responds appropriately to maintain patient order and conduct during potentially volatile or unpredictable situations. Direct Link to MT HB 702 Essential Duties or Responsibilities: * 1. Operational Safety and Security 45% * Monitors, evaluates, and directs all safety and security functions or tasks assigned to Forensic Mental Health Technicians to ensure adherence to established safety regulations and procedures, proper documentation and/or incident reporting, and effective communication with hospital staff. Implements appropriate action to handle immediate situations to maintain the overall safety and security of staff and patients throughout the facility. * Assigns staff to posts (including first and second responders, escorts, floats, etc.), and briefs oncoming staff of pertinent issues within assigned areas. Assigns appropriate security tasks and allocates necessary resources to meet the needs of the facility. * Ensures all tasks are completed timely during assigned shifts, and verifies accuracy, compliance, and thoroughness of work by direct reports. * Routinely tours the facility to monitor patient activity, conduct, and whereabouts, as well as evaluates the activity of direct reports to ensure proper escorting and interaction with patients according to policy, procedures, and protocol. * Settles disputes and responds to or intervenes with staff and/or patients, as well as directs other security staff in the de-escalation of patients in potentially volatile situations throughout the facility. * Assigns random room or contraband searches and determines when and how to secure parts or all of the facility to minimize immediate security risks. * Provides training for staff relative to required security or safety duties and responsibilities. Mentors, re-directs, and coaches direct reports as necessary to ensure matters involving staff or patients are resolved in a timely and appropriate manner. * Provides training to include drills related to duties described within the disaster plan. * Ensures proper and timely documentation and reporting for observation changes, disciplinary reports, health requests, grievances, etc. as required by management. 1. Functional Safety and Security Systems 20% * Tours facility on a routine basis to inspect conditions and conduct visual assessments of safety, security, and operation of equipment, procedures, and systems to ensure all are functioning as designed to ensure the utmost security of patients and staff. * Monitors key and tool inventory systems and ensures direct reports comply with these procedures to prevent potential escape or violence. Takes immediate corrective action upon discovery of any missing / damaged keys or tools. \ * Communicates emergent safety and security needs with MSH Security and Safety Supervisor. Provides direction and information to responding MSH security officers when they are providing emergency resources to the MSH Galen campus. 1. Investigative Assistance 15% * Gathers information and/or evidence for significant incidents. Evidence may include video footage, documentation, and written statements from patients and staff involved. Any video footage obtained shall be preserved on portable media (jump drives). * Secures, or directs staff to secure, alleged crime scene areas as needed. * Provides assistance to local law enforcement or other entities as needed. 1. Personnel Management 10% * Assigns work and supervises direct reports to ensure decisions and actions align with established safety and security-related policies, procedures and protocol. * Participates in the hiring process by identifying staffing needs, conducting interviews, and recommending new hires. * Under the direction of the Nurse Manager, evaluates the performance of all positions directly supervised by completing performance evaluations, investigating employee misconduct allegations, and recommending and/or implementing appropriate corrective action, formal due process procedures, and discipline, suspension, or termination of subordinates as necessary. * Identifies safety and security training needs and provides related mentoring, coaching, guidance, training and support to direct reports. * Identifies policy violations; informally re-directs, mentors, and counsels staff; provides safety and security training; and ensures proper documentation and reporting. Reports violations requiring formal review to higher management. 1. Other Job Responsibilities 10% * Perform other duties as assigned, such as coordinating special drills, attending ongoing training, and special projects as directed by management. *Physical and Environmental Demands: Position works approximately 95% of the time in an indoor climate controlled secure forensic setting. The remaining 5% of the time may be spent outside the facility assisting in transport of patients or security/perimeter checks. Incumbent must be able to stand for extended periods, walk about the facility and respond to emergencies swiftly. The prospect of physical assault and injury by patients exists. Knowledge, Skills and Abilities: (required for first day of work) * Knowledge of relevant equipment and strategies to promote effective safety and security operations in a secure facility. * Ability to effectively communicate staff and patients. * Possesses knowledge and understanding of security techniques. * Ability to utilize appropriate technology and communicate that knowledge to others. * Ability to write comprehensive reports and summary of events. * Ability to conduct effective training in-services. * Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. * Ability to deal with sensitive and confidential information and follow policy and procedure. * Ability to analyze and communicate processes and situations to others. * Ability to operate a personal computer and general office equipment as necessary to complete the essential functions including word processing, database and e-mail, internet, and other computer programs. Supervision: The number of employees supervised is: varied depending on shift, total of 27 Minimum Qualificaitons: * High school graduation or equivalent. * Post-secondary education or a bachelor’s degree in social sciences, safety, criminal justice, mental health, education, communication, emergency management, health care or a related field is preferred. * Two years’ related experience where security functions played a critical role in performing job duties. * Two year’s supervisory experience preferred. * Other combinations of education and experience will be evaluated on a case-by-case basis. * Final candidates will be required to successfully pass a background check.
